Condition of People's Shipping Sea Transportation -
The government through the Coordinating Ministry for Maritime Affairs and Investment (Kemenko Marves) represented by the Assistant Deputy (Asdep) for Infrastructure and Transportation, the Deputy for Infrastructure and Transportation Coordination discussed the Action Plan for Empowerment of People's Sea Transportation on Friday (11-06-2021).
The discussion in the form of a coordination meeting was attended by people's shipping actors (pelra) from the Jakarta People's Shipping Center of Representatives (DPP), the East Java Regional Representative Council, the Branch Leadership Council (DPC) of the Tanjung Pinang Pelra Company Association, the Surabaya Pelra DPC, the Pelra DPC. Bima, and DPC Pelra Makassar.
In the coordination meeting, they complained that the main obstacle faced by Pelra was the lack of policies and regulations that favored Pelra, making it difficult for them to develop.
The development of people's shipping (pelra) serves to fill the needs of non-container sea transportation, pioneering fleets, and Indonesian-flagged traditional trading fleets. Pelra can not only reach remote areas, but also reduce price disparities by supporting the Sea Highway program.
One of the regulations that will be made to support Pelra is in the form of a Presidential Regulation (Perpres).
"Hopefully, with the enactment of the Presidential Regulation on Empowerment of People's Shipping Sea Transportation, later we can increase shipping for the national interest," said Deputy Assistant Secretary Rusli Rahim in an online coordination meeting.
The Presidential Regulation was made with the aim of empowering the people's economy in small and medium scale businesses, increasing the resilience of connectivity and services to inland areas and/or waters, preserving the nation's cultural heritage, and supporting the program for implementing public service obligations for the transportation of goods and passengers at sea by considering safety. and security, as well as the capability and capacity of the pelra ship.
This empowerment will also include developing human resources, fleets, building ship terminals, increasing business management capacity, and maximizing the availability of pelra shiploads.
"We hope that this Presidential Regulation can strengthen the Pelra and resolve the problems that we have been facing in the field," said Sudirman Abdullah as Chairman of the DPP Pelayaran Rakyat Jakarta on the same occasion.
The things that he meant include the lack of counterloading, the limited amount of capital for the development of pelra and facilities, the lack of educational and training opportunities for crew members (ABK) as well as people's shipping actors, as well as unclear regulations related to pelra.
Closing the coordination meeting, Asdep Rusli said that while waiting for the Presidential Decree to be signed, the Coordinating Ministry for Maritime Affairs and Fisheries would in parallel coordinate the preparation of an action plan for the empowerment of sea transport for Pelra with other ministries/agencies that would later become a common reference.
