Implementing SPBE, Coordinating Minister Luhut Emphasizes Application Integration through Digitalization

The development of an efficient and effective government is very important in realizing prosperity and progress for all people. Therefore, the government must continue to innovate and develop systems that provide the best service to the community.

The Coordinating Minister for Maritime Affairs and Investment (Menko Marves), Luhut B. Pandjaitan said that this could be realized through the implementation of the Electronic Based Government System (SPBE) and its architecture.

Coordinating Minister Luhut said that Indonesia has four economic pillars, namely downstream, digitalization, village funds, and commodity prices. He emphasized that digitization is important to integrate various applications into one application for Indonesia.

"Digitalization is very important. Now, I ask that we all integrate. Let's all help the 7 ministries/institutions where I said all must be in one, that's SIMBARA, we'll make one that handles coal now, we'll put it in later. Oil palm, we also include ports. It's suddenly going up, is our tax revenue 48.6% from efficiency because everything is integrated. This is what we are building, an ecosystem so that it will reduce corruption, it will create efficiency. It will also create innovations from young Indonesians," explained Coordinating Minister Luhut.

According to a release received by Voice of Indonesia on Monday, SPBE is a breakthrough to realize excellent service to the community by increasing efficiency, effectiveness and accountability of government performance. In this case, simplicity is key, both in rules, processes, and applications.

Every service element must be oriented to the needs and convenience of the community and business actors. Coordinating Minister Luhut explained that one of them is through digitalization through the existence of e-catalogs.

"I also believe that all of you can do that. Now digitalization is running. You can see that now the e-catalog has 105 billion dollars or 1,600 trillion rupiah, of which nearly 90% of us have imported so far. Now it is gradual, starting from last year.

"We have started to enter the e-catalog, it was 400 trillion rupiah last year. This year the President gave instructions yesterday at Senayan that we have to achieve 90% this year and it can," added Coordinating Minister Luhut.

Furthermore, to accelerate the implementation of SPBE in 7 Ministries/Institutions under the coordination of the Coordinating Ministry for Maritime Affairs and Fisheries.

Coordinating Minister Luhut stressed that SPBE must create citizen-centric services where all service processes and results must be oriented to the interests of citizens and easy to use.

Then, there is a need for data standardization and full interoperability between all applications both intra and between ministries/institutions to ensure SPBE can run in a completely integrated manner.

Closing his remarks, Coordinating Minister Luhut asked for the cooperation of all parties to be able to unite and support service integration through this SPBE.

"Therefore, I ask Ministerial friends who are present here, let's jointly unite us to have this work. I believe once again that our second pillar is digitalization that will make our economy better in the future and I believe that there will be here from East Java, Mr. Anas's IT system is already good, West Java is also good and many places are also good.
