Proposal to Establish an International Body on Artificial Intelligence

Chinese Foreign Minister, Wang Yi proposed that there will be an international body that regulates artificial intelligence (AI) under the United Nations (UN). In a press conference on "China's Diplomacy and Foreign Relations Policy" in Beijing on Thursday (7/3/2024), he said that China prioritizes three things regarding the development of AI: firstly ensuring AI benefits the general welfare of humanity, secondly, ensuring safe use so that AI is always under human control, and thirdly, ensuring the establishment of an international governance body for AI under the UN framework that allows all countries to participate in and benefit equally from AI development.

Minister Wang Yi's proposal adds to the list of figures calling for the formation of an international body to regulate AI.

 

Previously, on October 26, 2023, UN Secretary-General Antonio Guterres' AI Advisory Board launched its interim report on governing AI for humanity. The report calls for closer alignment between international norms and how AI is developed and applied. The centerpiece of the report is a proposal to strengthen AI governance internationally by carrying out critical functions, such as risk scanning and supporting international collaboration on data, as well as computing capacity and talent to achieve the Sustainable Development Goals (SDGs). It also includes recommendations to increase accountability and ensure a fair voice for all countries.

 

The proposal to form an official body to regulate AI has emerged considering that artificial intelligence (AI) is developing very quickly. Without supervision, this rapid development raises concerns about its impact on humanity. Therefore, the proposal, which many parties have voiced, should be responded to seriously. An international body that regulates artificial intelligence is critical to be formed immediately. Of course, this formation is not easy. Close coordination and collaboration between policymakers across the globe is needed to realize the formation of this agency. However, considering the possible impacts, it is time for an official body under the UN related to AI to be formed.
