Human resource development has always been a priority in government policies, such as community access to health services, among others through the Healthy Card Program (KIS), community access to education services through the Smart Card Indonesia Program (KIP), and the continuing vocational education scholarship and increasing vocational training.

"But as of this year, especially next year, we have to do big breakthroughs in the field of education and more specifically in higher education," said President Joko Widodo when speaking at the inauguration of the 14^th Campus Convention and the 20^th Annual Meeting of Indonesian Rector Forum 2018 at Baruga House Andi Pangeran Pettarani, Hasanuddin University, Makassar, South Sulawesi,Thursday, February 15, 2018.

The breakthrough in the field of education should be more significant than the breakthrough infrastructure development in the last three years. The President believes that the rectors have already known that in the past three years the government has made a breakthrough by building infrastructures in various suburbs by building roads and bridges, port airports, reservoirs, power plants in untouched areas.

The President gave an example of the importance of building infrastructure by explaining that the bad infrastructure affected the mobility of people and goods.

Therefore, a major breakthrough in the development of human resources, major breakthroughs in the development of higher education should be done seriously.

"It means that Rectors should work more seriously because this will be the same as the infrastructure. We will desperately change our infrastructure, the concept, the way, the field decisions of our human resources will also be changed, we will change everything," said the Head of State.

At the beginning of the speech, the President said that the rector forum that day is like in the plenary cabinet session on Monday (12/2), because in the cabinet meeting, the President asked the ministers to think about a significant breakthrough in developing human resources.
