PLN Gradually Recovers Electricity Supply (0)
State-owned electricity firm PT PLN has recovered electric power to Balaraja Extra High Voltage substation in Banten Province, and furthermore it will be channeled to Suralaya steam-fueled power plant (PLTU) to gradually recover its operation to reach its capacity of 2800 MW of electricity.
In addition, power supply from Gandul Extra High Voltage substations in Depok, West Java Province, will be channeled to Muara Karang gas and steam power plant (PLTGU) to supply electricity to the Indonesian capital city, Jakarta.
Acting President Director of PLN Sripeni Inten Cahyani said here on Sunday that the power supply to Jakarta was expected to recover within three hours.
"We apologize for the inconvenience today, and currently all efforts have been made to recover the Java-Bali power system, especially in the area of West Java, Banten, and Jakarta," Cahyani said.
The company has focused on power supply to PLTGU Muara Karang and PLTGU Priok to recover the system in the capital city.
Previously, PLN has recovered the operation of hydro-generated power plant (PLTA) Saguling and PLTA Cirata which are functioned as power stabilizer, and, at the same time, supply the electricity to PLTU Suralaya through Cibinong, Depok, Gandul, Lengkok, Balaraja and Suralaya extra high voltage substations.
PLTU Suralaya is expected to return to its normal operation within six hours to normalize power system in West Java and Banten.
Blackout that affected thousands of homes and public facilities in West Java, Jakarta, and Banten was caused by several troubles in the extra high voltage 500 kV transmission of Ungaran - Pemalang.
"PLN has taken its best efforts and will have evaluation to prevent recurrence of today's incident," Cahyani said.

114.82 million Indonesians fully vaccinated against COVID-19

At least 114.82 million Indonesians have received both doses of the COVID-19 vaccine so far, according to data released by the COVID-19 Task Force on Wednesday.
The number of people who have received two doses of the COVID-19 vaccine increased by 256,668 to reach 114,822,604 on Wednesday, it said.
Meanwhile, the number of recipients of the first vaccine dose increased by 572,376 to take the total tally to 167,226,243.
According to the task force, the number of third dose recipients reached 1,295,326.
The government is planning to vaccinate 208,265,720 million people under the national immunization program.
Thus, so far, the first dose of the COVID-19 vaccine has been given to 80.29 percent and the second dose to 55.13 percent of the targeted residents.
According to a member of Commission IX of the House of Representatives, Kurniasih Mufidayati, the completion of the second dose and the vaccination of children are important along with the booster vaccination program for controlling the pandemic.
"The plan for booster vaccines should not neglect the focus on achieving national vaccinations," she said.
She expressed the hope that COVID-19 booster vaccines will be provided to the community free of charge, especially for the lower middle class.
"If there is a company that wants to carry out booster vaccinations independently for its employees, that is fine, as long as it does not deduct (the cost of the vaccines) from the salaries of its employees," she said.
The COVID-19 Handling Task Force earlier highlighted that a survey of 100 districts and cities had shown that 86.6 percent of Indonesians in the areas had antibodies against COVID-19.
"According to the serosurvey conducted in 100 districts and cities in several agglomeration and non-agglomeration areas during the November–December 2021 period, 86.6 percent of the population in the surveyed areas have had antibodies against SARS-CoV-2, both caused by past infection or vaccination," spokesperson for the COVID-19 Handling Task Force, Wiku Adisasmito, said during an online press conference on Tuesday.
Moreover, at least 73.2 percent of the population in the 100 areas also had antibodies despite never testing positive for COVID-19 and getting vaccinated against the virus, he noted.
Adisasmito expressed the hope that the public would increase compliance with the health protocols.
He also called for increased testing and tracing for screening Omicron infections among members of the community.
The spokesperson affirmed that the central government has continued to coordinate with regional governments to prepare a contingency plan and take precautionary measures against a likely spike in COVID-19 cases.
He said that the latest circular of the Task Force will also list countries whose travelers will need to undergo a 10-day quarantine upon arrival in Indonesia as well as further stipulations related to quarantine dispensation. (Antaranews)

Indonesia receives 3.5 million AstraZeneca vaccines under COVAX scheme

The Indonesian government has obtained more than 3.5 million AstraZeneca vaccine doses under the COVAX facility in two stages on January 3–4, 2022, a Health Ministry official has said.
"The effort to obtain vaccines through the bilateral route has been pursued by the Indonesian government through its Foreign Affairs Ministry since the beginning of the pandemic," vaccination spokesperson at the ministry, Siti Nadia Tarmizi, said.
In a press statement issued here on Tuesday, she said that the total donation of 3,566,400 AstraZeneca vaccines was divided into two stages: vaccines under the 188th stage arrived on Monday and those under the 189th stage were scheduled to arrive on Tuesday.
Since the beginning of the pandemic, Indonesia has actively conducted international and multilateral cooperation, including through the WHO Access to COVID-19 Tools (ACT) Accelerator COVAX Facility.
COVAX, or COVID-19 Vaccines Global Access, is a global initiative for realizing equal COVID-19 vaccine access for all citizens of the world.
As part of this effort, Indonesia has received a commitment from COVAX to fulfill half of Indonesia's vaccine needs, Tarmizi informed.

Indonesia has continued to actively campaign for global vaccine equity, including at COVAX, Tarmizi added.
Collaboration between the nations of the world is very crucial in efforts to handle COVID-19, which has claimed a lot of lives, she said.
"Vaccination is one of the keys to protect ourselves and the nation from the threat of COVID-19," she remarked.
The achievement of herd immunity in Indonesia could bolster the nation's capability to break free from the pandemic that has prevailed for almost two years, she said.
"The vaccination program has been in progress for almost a year and we are now on the right path by continuing to secure vaccine stocks for the needs of the Indonesian people," she added.
According to Tarmizi, every vaccine that arrives in Indonesia is promptly distributed to regions that require vaccine stocks.
So far, Indonesia has exceeded WHO's target for vaccination, she pointed out. Still, there are several regions where vaccinations need to be optimized, she noted.
The central government is encouraging regions with low vaccination coverage or regions that have not reached their target to make extra effort to increase vaccinations, including by edifying and encouraging people who are still hesitant to get vaccinated, Tarmizi said.
"Especially for the elderly, who are included in the vulnerable and high-risk category," she noted.
In January 2022, Indonesia should bolster vaccination efforts for its target population, including the booster shot that will be prioritized for health workers and the elderly, she said.
"Vaccination for children aged 6–11 years that have started since December 2021 will also be increased to protect children," she added. (Antaranews)

President asks ministers to coordinate with DPR on RUU TPKS

President Joko Widodo has asked the Law and Human Rights and Women's Empowerment and Child Protection (PPPA) ministers to coordinate with the House of Representatives (DPR) on expediting the sexual violence prevention bill (RUU TPKS).
"Thus, the bill discussion can be expedited," he said in a video broadcast on the Presidential Secretariat's YouTube channel here on Tuesday.
The House did not ratify the bill during the plenary session on December 16, 2021, he noted.
"I have monitored the bill since it was drafted in 2016 until now when it is still being processed by the House," the President said.
Furthermore, he emphasized that the protection of sexual violence victims must become a common concern.
“The victims of sexual violence against women must be treated immediately," he stressed.
The initial draft of RUU TPKS comprises 11 chapters, which consist of 40 articles, he said.
The first chapter explains general provisions, while the second one discusses sexual violence crimes, he added.
There are four types of sexual violence regulated in the latest draft of the bill, comprising physical and non-physical sexual harassment, forced contraception, forced sexual intercourse, as well as sexual exploitation, he noted.
The issue has been a public concern in the past years, he said.
The National Commission on Violence Against Women (Komnas Perempuan) has said that it received 4,500 reports of violence against women during the January–October 2021 period, he said. The figure had doubled compared to 2020, he added.
The commission noted that the number of cases has continued to increase. They have also become more complex and extreme, it said. However, there has not been any adequate handling of the cases, it added.
Meanwhile, according to the PPPA Ministry, 12,566 cases of violence against children were registered during the January–November 2021 period.
The most common cases pertained to sexual violence (45 percent), psychological violence (19 percent), and physical violence (18 percent), it informed.
In addition, the ministry noted that 8,800 cases of violence against women were registered between January and November 2021.
They mostly pertained to physical violence (39 percent), psychological violence (29.8 percent), and sexual violence (11.33 percent), it added. (Antaranews)

President pushes ratification of sexual violence bill

President Joko Widodo (Jokowi) has sought the acceleration of the ratification of the sexual violence prevention bill (RUU TPKS) in the Indonesian House of Representatives (DPR).
"I have also asked the government task force that handles the sexual violence bill to immediately prepare the problem inventory list (DIM) for the draft bill that is being prepared by the Indonesian House of Representatives," the President said in a video broadcast on Tuesday.
The House did not approve the sexual violence bill as a DPR initiative during the plenary session at the close of the second session on December 16, 2021, he noted.
“So that the joint discussion process can be faster, go into the main points of substance to provide legal certainty and guarantee protection for victims of sexual violence," the President advised.
The goal is that victims of sexual violence get protection, he explained.
"I hope that the sexual violence bill can be passed soon, so as to provide maximum protection to victims of sexual violence in the country," the President said.
The initial draft of the bill contains 11 chapters comprising 40 articles, he informed. Chapter I contains General Provisions, and the issue of sexual violence is regulated in Chapter II, he said.
Four forms of sexual violence are regulated in the latest draft of the sexual violence bill: sexual harassment (physical and non-physical), forced contraception, forced sexual intercourse, and sexual exploitation, he said.
Before being christened the sexual violence prevention bill, the bill was called the elimination of sexual violence bill, but its name was changed by the House of Representatives Legislation Body (Baleg) in September 2021.
Earlier, the Commission on Violence Against Women (Komnas Perempuan) reported that it had received 4,500 complaints pertaining to violence against women in the January–October period last year. The number had doubled compared to 2020, it said.
According to Komnas Perempuan, sexual violence has become an urgent issue not only due to the increasing number of sexual violence but also the inadequate handling capacity in all regions.
Meanwhile, based on data collected by the Women's Empowerment and Child Protection Ministry, cases of violence against children reached 11,057 in 2019, 11,279 in 2020, and 12,566 as of November 2021.
Among children, the most common form of violence experienced was sexual violence (45 percent), psychological violence (19 percent), and physical violence (18 percent).
Meanwhile, cases of violence against women also registered an increase, the Women's Empowerment and Child Protection Ministry noted. In the last three years, 26,200 cases of violence against women were registered in the country, it said.
In 2019, there were around 8,800 cases of violence against women, then in 2020, the number fell to 8,600 cases, it noted.
From January to November 2021, around 8,800 cases of violence against women were reported in the country, it informed.
Women mostly experienced physical violence (39 percent), psychological violence (29.8 percent), and sexual violence (11.33 percent), it added. (Antaranews)

President issues regulation to expedite development ahead of 2022 G20

Indonesian President Joko Widodo (Jokowi) signed a presidential regulation on accelerating infrastructure development to support implementation of the 2022 G20 Presidency, 2023 ASEAN Summit, and various international events at the Mandalika Special Economic Zone.
As quoted from Presidential Regulation Number 116 of 2021 posted on the website of the State Secretariat’s Legal Information and Documentation System here on Monday, the task has been assigned to the public works and public housing (PUPR) minister.
The president has pushed to expedite the construction or renovation of various supporting infrastructure and facilities of international events that will be conducted in the provinces of Jakarta, Bali, West Nusa Tenggara (NTB), and East Nusa Tenggara (NTT).
"It is necessary to accelerate the development or renovation of infrastructure and facilities at the venue of international events," according to the regulation, which was signed and promulgated on December 31, 2021.
Article 1 of paragraph 2 of the regulation stipulates that construction or renovation are being conducted at Taman Mini Indonesia Indah in Jakarta, Mandalika area in NTB Province, 2022 G20 Summit venues in Bali Province, as well as 2023 ASEAN Summit venues in Tana Mori, Labuan Bajo Village in NTT Province.
Meanwhile, article 2 of the regulation stated that in conducting the assignment, the PUPR minister can apply direct appointment for the procurement of government goods and services in accordance with the laws.
Jokowi has also emphasized that the PUPR Ministry must always be heedful of the five working principles of prudence, transparency, efficiency, effectiveness, and accountability.
"Funding required for implementation of the assignment will be sourced from the state budget (APBN)," according to article 6 of the regulation.
Apart from the 2022 G20 Presidency and 2023 ASEAN Summit, the government is also preparing for the MotoGP and World Superbike events planned to be conducted on March 18-20, 2022, and November 11-13, 2022, respectively. (Antaranews)

Coal export ban will not impact state revenues: official

The Indonesian government has assured that the ban on coal exports will have no impact on state revenues.
Coal is not a commodity that is subject to export duties, director general of customs and excise at the Finance Ministry, Askolani, explained at a press conference on the 2021 state budget in Jakarta on Monday.
The Energy and Mineral Resources Ministry has temporarily banned coal exports from January 1 to January 31, 2022, to ensure coal supplies for domestic power plants.
The ban applies to the holders of mining permits (IUP), special mining permits (IUPK) during production operation stage, and special mining permits (IUPK) as a continuation of contract operation, the ministry informed.
Meanwhile, Vice Minister of Energy and Mineral Resources, Suahasil Nazara, said the temporary ban on coal exports is a short-term solution to ensure coal supplies for thermal power plants in the country.
"We must find a short-term solution to ensure the reliability of the system and the supply of electrical power, while at the same, we must also find medium- and long-term solutions where coal, as an export commodity, can continue to meet domestic needs and export demand to obtain foreign exchange earnings," he said.
The policy will be implemented cautiously to meet the electrical power needs for domestic activities, which have begun to revive, he added. (Antaranews)

Indonesian President asks mining firms to meet DMO

President Joko Widodo (Jokowi) has reminded mining companies of their obligation to meet the percentage of coal sales for domestic needs (domestic market obligation/DMO).
"There has been DMO mechanism necessitating mining companies to meet state electricity firm PLN's needs. This is absolute and must not be violated for whatever reason," the President said in an online press statement released from Merdeka Palace in Jakarta on Monday.
Mining companies found violating the DMO mechanism would be liable to sanctions, including refusal of applications for export permits and revocation of business permits, he warned.
The President further ordered the Energy and Mineral Resources Ministry, the State-Owned Enterprises Ministry, and state-owned electricity company PLN to find the best solution in the people's interests.
"The priority is to meet the domestic needs of PLN and domestic industries," he said.
All companies—private companies, state-owned companies, and their subsidiaries—engaged in mining, plantation, and natural resources processing businesses must accord priority to domestic needs over exports, he reiterated.
"This is the mandate of Article 33 paragraph 3 of the 1945 Constitution that the state controls land, water, and natural wealth in the country for the benefit of the people's prosperity," he said.
The Energy and Mineral Resources Ministry has temporarily banned coal exports from January 1 to January 31, 2022, to ensure coal supplies for domestic power plants.
Director general of minerals and coal at the Energy and Mineral Resources Ministry, Ridwan Djamaluddin, said if coal supplies to domestic power plants are delayed, more than 10 million PLN subscribers, households and industries, will be affected.
If coal export is not banned, 20 thermal power plants with a capacity of 10,850 megawatts will impose a blackout, he said.
"This will potentially disrupt national economic stability. When coal supplies to power plants are met, coal can be exported again. We will evaluate the policy after January 5, 2022," he informed. (Antaranews)

Spatial design crucial matter in national capital bill: legislator

A member of the special committee for drafting the National Capital Bill (RUU IKN), Guspardi Gaus, has emphasized that spatial design should be a serious discussion in formulating the National Capital Law.
"A lot of people question, highlight, and take the existing spatial design as an important issue," Gaus said in the webinar "The Draft of the National Capital Bill in The Perspective of Government Studies" here on Sunday.
He pointed out, some problems that are related to the spatial design of the new capital are land structure, forests, and floods that often hit the Kalimantan region.
However, after he confirmed with the National Development Planning Agency (Bappenas), he figured that the flood that occurred recently in Kalimantan is not in the location for the new capital of Indonesia.
"The purpose of relocating the capital city is to avoid flooding and so on," he added.
In his presentation, Gaus explained that the relocation of the capital city aims to solve the problems that currently exist in Jakarta, such as traffic congestion, flooding, inequitable development, and others.
Therefore, Gaus who is also a member of Commission II of the House of Representatives (DPR RI) affirmed that spatial design is a crucial topic in creating the National Capital Law.
Moreover, the goal of the nation's capital is not only for the next 10 to 20 years but also to answer the challenges in the next 50 years, he highlighted.
"Hopefully, under the leadership of Jokowi, the relocation of the capital city will be realized. At the very least, with the IKN Bill, there is certainly a legitimacy tool of the government's and the House's sincerity about it," Gaus explained.
Furthermore, he revealed that his team had held a public hearing for five days, and currently, the discussion of the IKN Bill has reached the problem inventory stage.
"The special committee has invited scientists and experts from many fields to give inputs and suggestions. This is also a part of being transparent and accountable in our discussion," he concluded. (Antaranews)

No vaccine-related fatality in Indonesia so far: KIPI Commission

The National Commission (Komnas) for KIPI (adverse event following immunization - AEFI) has said there has been no death caused by COVID-19 vaccination in Indonesia so far.
"As of November 30, 202, as many as 363 serious AEFIs have been reported in all provinces in Indonesia. However, there have been no deaths," Komnas KIPI Chairman Prof Hindra Irawan Satari said in a statement here on Saturday.
He issued the statement in response to news that two children had died after receiving COVID-19 vaccine in Jombang and Bone Districts respectively.
On behalf of the government, Safari expressed deep condolences for the deaths. The government hoped that such incidents would not happen again in the future, he added.
As a credible and independent institution, Komnas KIPI was tasked with conducting causal studies. Accurate, complete and fast reports can help to establish a diagnosis, according to him.
He said that he had carried out a joint audit with the local offices of Komnas KIPI and the local Health Offices on December 30, 2021. After being investigated, the results showed that both deaths were not related to the COVID-19 vaccination.
"The death case in Jombang District was concluded to be unclassifiable or having insufficient data. Meanwhile, the death in Bone District was because of congenital heart disease," he said.
Spokesperson for Vaccination of the Ministry of Health Siti Nadia Tarmizi said that anticipating the occurrence of AEFI is one of the government's focuses.
Hence, Komnas KIPI would always cooperate with the local KIPI offices to continue to monitor and provide education to the public, he said.
"For vaccination recipients who feel post-vaccination side effects, they can come directly to the health service facility where the vaccination was carried out to report. No conditions are needed," he said. (Antaranews)

Indonesian national football team goes home with honor: ambassador

The Indonesian National Football Team (Timnas) who has completed the 2020 AFF Cup match in Singapore has returned to the country on Sunday with pride, Indonesia's Ambassador to Singapore, Suryopratomo, has said.
According to him, the national football team under the coaching of Shin Tae-Yong could advance until the summit of the biannual tournament.
