PLN Gradually Recovers Electricity Supply

PLN Gradually Recovers Electricity Supply (0)

State-owned electricity firm PT PLN has recovered electric power to Balaraja Extra High Voltage substation in Banten Province, and furthermore it will be channeled to Suralaya steam-fueled power plant (PLTU) to gradually recover its operation to reach its capacity of 2800 MW of electricity.

In addition, power supply from Gandul Extra High Voltage substations in Depok, West Java Province, will be channeled to Muara Karang gas and steam power plant (PLTGU) to supply electricity to the Indonesian capital city, Jakarta.

Acting President Director of PLN Sripeni Inten Cahyani said here on Sunday that the power supply to Jakarta was expected to recover within three hours.

"We apologize for the inconvenience today, and currently all efforts have been made to recover the Java-Bali power system, especially in the area of West Java, Banten, and Jakarta," Cahyani said.

The company has focused on power supply to PLTGU Muara Karang and PLTGU Priok to recover the system in the capital city.

Previously, PLN has recovered the operation of hydro-generated power plant (PLTA) Saguling and PLTA Cirata which are functioned as power stabilizer, and, at the same time, supply the electricity to PLTU Suralaya through Cibinong, Depok, Gandul, Lengkok, Balaraja and Suralaya extra high voltage substations.

PLTU Suralaya is expected to return to its normal operation within six hours to normalize power system in West Java and Banten.

Blackout that affected thousands of homes and public facilities in West Java, Jakarta, and Banten was caused by several troubles in the extra high voltage 500 kV transmission of Ungaran - Pemalang.

"PLN has taken its best efforts and will have evaluation to prevent recurrence of today's incident," Cahyani said.

The Indonesian Government will present a scenario for the national energy transition from fossil fuels to new and renewable energy in the Grand National Energy Strategy (GSEN) roadmap to the G20 forum.

"The Indonesian G20 presidency will be used by the government to introduce the world to our scenario in achieving Net Zero Emission (NZE) by 2060 or sooner," Expert Staff in Strategic Planning for Minister of Energy and Mineral Resources Yudo Dwinanda Priaadi noted in a statement on Friday.

Priaadi explained that the GSEN targets a renewable energy mix of 100 percent by 2060, with a capacity of 587 gigawatts, including Solar Power Plant (PLTS), with 361 gigawatts; Hydroelectric Power Plant (PLTA), 83 gigawatts; Wind Power Plant (PLTB), 39 gigawatts; Nuclear Power Plant (PLTN), 35 gigawatts; Bio-energy Power Plant (PLTBio), 37 gigawatts; Geothermal Power Plant (PLTP), 18 gigawatts; and Ocean Power Plant (PLTL), 13.4 gigawatts.

The government emphasized that additional power generation after 2030 will only be sourced from renewable energy.

"Starting from 2035, Indonesia's Variable Renewable Energy (VRE) will be in the form of PLTS, PLTBio, and PLTL. PLTP will also be maximized up to 75 percent of its potential," Priaadi explained.

He later noted that the government will no longer develop Electric Steam Power Plant (PLTU), except for those that are already in contracts and construction. PLTU owned by State-Owned Electricity Company (PLN) will stop operating faster than asset revaluation.

Meanwhile, PLTU owned by a private electricity company will retire after the end of the power purchase agreement. Meanwhile, gas and steam power plants (PLTGU) will stop operating after 30 years.

The government will also maximize the use of PLTA by transferring electricity to the load centers in other islands to support national energy security. In addition, PLTA will provide a balance for variable renewable energy generators.

The nuclear power plant will also start around 2049 to maintain system reliability. The pumped storage will start in 2025 with a 2060 target of 4.2 gigawatts.

Priaadi noted that the Battery Energy Storage System (BESS) technology will become enormous by 2031, with the capability to reach 140 gigawatts by 2060.

"The government will also utilize hydrogen in 2031. In 2060, it is expected to reach 52 gigawatts," he remarked//ANT

The government has issued Presidential Instruction (Inpres) Number 1 of 2022 on optimalization of the implementation of the National Health Insurance (JKN) Program to ensure access to health services for all people.

"The government is strongly committed to continuing the JKN program and striving to encourage 98 percent of Indonesia's population to participate in the program by 2024," Coordinating Minister for Human Development and Culture Muhadjir Effendy stated at the virtual launch of the instruction here on Thursday.

The JKN program collects mandatory dues from all of its participants to build a mutual cooperation-based social insurance system, he explained.

The instruction aligns with the mandate of the 1945 Constitution to develop a national social security system for all people, especially the disadvantaged ones, he affirmed.

The coordinating minister noted that the instruction aims to ensure that all citizens are protected through the JKN-Healthy Indonesia Card (KIS) programs by increasing members’ compliance, encouraging community’s participation, facilitating access to quality health services, and ensuring the sustainability of programs.

"The instruction mandates ministries, agencies, and regional governments to take strategic steps to optimize the implementation of programs," he noted.

On the same occasion, state-owned Healthcare and Social Security Agency (BPJS Kesehatan) Managing Director Ali Ghufron Mukti noted that membership of the JKN program had reached 235.7 million people in 2021, with a satisfaction index above 80 percent.

Mukti remarked that the agency had collected Rp139.55 trillion in dues as well as increased access to health services to 23,608 first level health facilities (FKTPs) and 2,810 advanced level health facilities (FKRTLs) as of December 31, 2021.

In 2022, the agency has targeted to increase the number of the program’s participants to 244.9 million people and collect Rp152.27 trillion in dues. (Antaranews)

President Joko Widodo (Jokowi) has urged communities to take advantage of the productive land provided by the government through social forest decrees (SK) and agrarian reform object decrees (TORA).

"The land that has been given the decree is actually used for productive activities. Do not transfer it to someone else," the President said during the handover of social forest decrees (SK), land reform object decrees (TORA), and land certificates to residents on the second day of his working visit to North Sumatra on Thursday.

Jokowi urged people to plant woody trees on 50 percent of the existing land and seasonal crops on the rest of the land.

Communities are allowed to use the land for which decrees have been issued for growing crops such as rice, corn, and soybeans, setting up plantations of coffee and fruits among others, or raising livestock under an agroforestry pattern, Jokowi said.

"Or, you can also develop a livestock business. If it is in the mangrove forest, you can also run a fishery business," the President said, according to a statement received in Jakarta on Thursday.

During Jokowi's visit, social forest decrees were handed over by the state to residents of 20 provinces, with a total of 722 decrees covering 469,670 hectares issued to more than 118 thousand families, the press release stated.

Provinces for which social forest decrees were issued included North Sumatra, West Sumatra, Lampung, Bangka Belitung Islands, West Kalimantan, South Kalimantan, East Kalimantan, North Kalimantan, and Gorontalo.

Decrees were also issued for people from the provinces of South Sulawesi and Central Sulawesi, Southeast Sulawesi, Bali, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), Maluku, North Maluku, and West Papua.

Meanwhile, land reform object decrees were given to residents of five provinces, with a total of 19 decrees covering an area of 30,724 hectares issued to residents of North Sumatra, Bangka Belitung, South Sulawesi, Maluku, and Papua.

The government also submitted 12 decrees on customary forests and 2 indicative customary forest decrees for a total area of 21,288 hectares to 6,170 families.

Presidential Staff Office's (KSP) main expert staff Wandy Tuturoong had earlier confirmed that the government is currently drafting a governmental regulation (PP) on the status of land in national capital (IKN) Nusantara to prevent land speculators.

"This government regulation aims to clarify land ownership, and the status of land ownership will be based on data from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). This regulation is one of the derivative regulations of the State Capital Law that is currently being prepared by the government," Tuturoong informed in a press release issued here on Friday.

According to the expert staff, based on earlier reports, land speculators have been frequenting the IKN area, especially after President Joko Widodo announced the relocation of the national capital and the ratification of the State Capital Law. The presence of speculators has caused land prices in East Kalimantan to rise rapidly to even tenfold, he said.

It is common to find land speculators where there are investment projects, he added. (Antaranews)

The government could revoke the Decree (SK) on Social Forests (Hutsos) and Agrarian Reform Objective Land (TORA) given to the community if transferred to other parties or the land was abandoned, President Joko Widodo (Jokowi) stated.

"I want the land with the SK to be useful for productive activities. Do not transfer it to someone else," Jokowi emphasized during the handover of the SK on Social Forests and TORA in Humbang Hasundutan District, North Sumatra, Thursday.

He emphasized that the government issued the decree for the community for boosting their productivity.

"Once we know that the land given under the SK has been transferred, we will revoke it," he added.

The head of state will also revoke the decree if the land given by the government is abandoned. The head of state pointed out that decrees covering three million hectares were revoked by the government on grounds of neglect.

"We had revoked the decree of three million hectares since the land had been abandoned for more than 10 years," he noted.

He also urged the community to continue to preserve the existing forests. In addition, Jokowi called on the community to be careful if they were looking to collaborate with private sectors or banks.

"You have to be careful, and you have to calculate everything. It will be difficult for you if you want to return the money," he stated.

Apart from being handed over directly by the president in North Sumatra Province, the handover of the Social Forest Decree and TORA was also conducted simultaneously in 19 provinces in Indonesia.

Minister of Environment and Forestry Siti Nurbaya stated that the SK for Social Forests was handed over to 20 provinces while the SK TORA was handed over to five provinces.

"There were 722 SK for Social Forests covering 469,670 hectares for 118 thousand families. There were also 12 SK for the customary forest, and two SK for indicative customary forests, with a total area of 21,288 hectares for 6,170 families," Nurbaya explained.  (Antaranews)

Indonesia urged Myanmar's military to swiftly implement the five-point consensus (5PC) and immediately provide access to the ASEAN Special Envoy to commence its duty as per the mandate of the ASEAN leaders through the 5PC.

"As a family, the ASEAN has extended a helping hand through the 5PC. Unfortunately, to date, there has not been significant progress in the implementation of the 5PC," the Indonesian Foreign Ministry noted in a press statement here on Tuesday.

Indonesia lauds the international community's support for the ASEAN's 5PC, according to the ministry in its release issued to coincide with the one year of the seizure of power by the military in Myanmar that Indonesia has strongly deplored.

"Indonesia will continue to provide assistance and utmost priority for the safety and well-being of the Myanmar people," the statement noted regarding a five-point consensus reached on ways to tackle the political crisis riddling the country.

In the 5PC reached during a summit held in Jakarta on April 24, 2021, the ASEAN leaders called for: the immediate cessation of violence in Myanmar; constructive dialog among all parties concerned to seek a peaceful solution in the interests of the people; mediation to be facilitated by an envoy of the ASEAN's chair, with the assistance of the secretary-general; humanitarian assistance provided by ASEAN's AHA Centre; and a visit by the special envoy and delegation to Myanmar to meet all parties concerned. Legislator Sukamta, Indonesian House of Representatives' (DPR RI's) Commission I member, urged the government to make the document of Flight Information Region (FIR) agreement between the governments of Indonesia and Singapore accessible to the public.

"Agreements made with other countries are included in the category of public policy because they concern the lives of many people and also involve state sovereignty. The agreement documents related to extradition, airspace services, and defense cooperation that have been signed must be made accessible to the public," Sukamta noted in his statement here on Tuesday.

Sukamta remarked that the government's explanation on the FIR agreement, so far, concerned the points of the agreement and not the texts of the official document that had been signed.

The Natuna Islands and Riau Islands are very strategic for Indonesia, so the public is optimistic that sovereignty on land, sea, and air is within the scope of control of the Indonesian side, according to the legislator.

"Based on agreements contained in the UNCLOS III 1982 and the Chicago Convention 1944, state sovereignty in the air space above the territory is exclusive. This means the air space over the Natuna Islands and Riau is Indonesian sovereignty," he remarked.

Hence, based on this claim, the Indonesian side should be in charge of the management of FIR in the area, he stated.

Sukamta is optimistic that the agreement document, or MoU, would be accessible to the public, so that all parties would be able to provide an objective assessment of the points of the agreement that had been signed.

On January 25, 2022, the Indonesian and Singaporean governments had approved agreements on extradition, Flight Information Region (FIR), and defense cooperation.

"The new extradition agreement extends the retroactive period, from 15 years to 18 years," President Joko Widodo (Jokowi) noted in a joint press statement with Singaporean Prime Minister Lee Hsien Loong after attending the Indonesian-Singaporean Leaders' Retreat in Riau Islands Province.

"Meanwhile, the signing of the FIR agreement makes the Jakarta FIR to cover the territorial airspace over Riau Islands and Natuna Islands," the Indonesian president stated.

Since 1946, the areas were under the Singapore FIR, as the International Civil Aviation Organization (ICAO) assessed that Indonesia had not been able to regulate air traffic in the areas.

The regulation necessitates Indonesian aircraft to report to Singaporean authorities if they are looking to fly over the area.

Hence, the Indonesian government is striving to take over the areas from the Singapore FIR to strengthen international recognition of Indonesia, as an archipelagic country, which has full and exclusive sovereignty on the airspace above its territory. Under the agreement on airspace management, Singapore and Indonesia have agreed to realign the boundary between the Jakarta Flight Information Region (FIR) and Singapore FIR.

Indonesia will delegate to Singapore regarding the provision of air navigation services in portions of the airspace within the realigned Jakarta FIR. This agreement will remain in force for 25 years and can be extended by mutual consent. (Antaranews)
