Ministries Agree on Steps to Expedite Electronic-based Government

Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas on Wednesday informed that his ministry (Kemenpan RB) and other ministries and agencies have agreed to implement concrete steps to accelerate the electronic-based government system (SPBE).

The other ministries and agencies include the Ministry of Home Affairs (Kemendagri), the Ministry of Communication and Information (Kemenkominfo), the National Cyber and Crypto Agency (BSSN), and the Ministry of Finance (Kemenkeu), Anas said in a press release received in Jakarta on Wednesday.

"Currently, together with the Ministry of Home Affairs, the Ministry of Communication and Information, BSSN, and the Ministry of Finance are continuing to work on the implementation of thematic bureaucratic reform that has an impact on society, in accordance with the President's direction," Anas said.

 “One of them is digitalizing the government through the implementation of SPBE. We all agree to concretely work in accelerating the SPBE,” he said after a meeting with the ministries and agencies at the Office of the Ministry of Home Affairs in Jakarta.

Besides Anas, the meeting was attended by the Minister of Home Affairs Tito Karnavian; Minister of Communication and Informatics Johnny G. Plate; Head of the National Development Planning Agency (Bappenas) Suharso Monoarfa; the head of BSSN, Hinsa Siburian; and expert staff at the Ministry of Finance, Sudarto.

According to Anas, accelerating the implementation of SPBE, which includes the establishment of Digital Public Service Malls (MPPs), is an effort to boost the government's digital transformation to improve the quality of public services.

The minister said that currently, the pattern of digital public services provided by the government is still fragmented per agencies, sectors, and silo-based systems.

This has resulted in the data process input being carried out repeatedly. In addition, people have to create many accounts for various types of digital public services provided by the government.

"Therefore, the Presidential Regulation on the National SPBE Architecture aims to combine separate digital services into an integrated digital service through the National Government Administration Portal and National Public Services Portal, also known as Digital MPP,” Anas added.

At present, more MPPs are being built physically and have been inaugurated, he noted. It is hoped that, in the future, all regions will have MPPs, both physical and digital, that will cover all government services based on population data or digital IDs, he said.

“MPP Digital is in our focus in the short term, as directed by President Joko Widodo and Vice President Ma'ruf Amin,” Anas added.

He informed that all related parties and the SPBE coordination team will continue to oversee the implementation of SPBE.

According to Anas, a strategy and integrated steps are required to accelerate the implementation of SPBE, which will have an impact on expediting the achievement of common targets.

"We have drafted a timeline for the implementation plan and we are trying to realize it as soon as possible. This is a guideline for all of us to simultaneously carry out the National SPBE Architecture strategic initiative,” he said.

On the same occasion, Minister Karnavian expressed support for the concept of SPBE, which is currently being perfected by the Ministry of Administrative and Bureaucratic Reform, to build an integrated digital-based public services ecosystem.

"We invite the local governments to apply the system,” he added.

Minister Plate said that to support the SPBE, his ministry is developing the National Data Center (PDN), a government service liaison system, and an intra-government network.

With the related ministries and agencies, the Ministry of Communication and Information is developing and harmonizing the application, developing SPBE super-apps, and utilizing big data analysis and artificial intelligence, he added.  (Antaranews)
