To achieve the target of increasing public literacy, it is necessary to improve the quality of library service facilities. Such as the transformation of the library as an open public space is also needed, so that it can shift the old mindset about libraries.

One of them is through the Social Inclusion-Based Library Transformation (TPBIS) program, which has been running for four years.

Now it is able to make the library a center of knowledge, a vehicle for learning, giving birth to community innovation and creativity. Even encouraging economic recovery after the Covid-19 Pandemic.

Head of the National Library, Muhammad Syarif Bando, said that the TPBIS program targets marginalized communities, such as people in slum areas, people in poor areas, small farmers, small farmers, workers, micro, small and medium enterprises (MSMEs), to mothers. -Housewife.

"Through this program, the community is given training to improve skills through applied books in the library," said Syarif, in a talk show with the theme 'TPBIS Smart Solutions for Post-Pandemic Economic Recovery', Thursday (13 /4/2023).

The Head of National Library continued, the purpose of launching TPBIS was to solve problems starting from the grassroots. This is because one of the characteristics of a developed country is being able to provide solutions to problems at the lowest level.

"This is irrelevant attached to anyone who has a position as a state administrator. So, it has to be inclusive. In the past, traditional libraries only collected books and waited for the public to read them, but now that has changed.”

“Don't ask someone who is hungry to read. But, you have to have a strategy on how to look at books that have solutions for solving economic problems, especially during a pandemic," said Syarif.

Syarif continued, in the implementation of the TPBIS program, his party had never guided the public to choose certain skills. The library actually adjusts to the community's desired economic choices in accordance with the existing potential.

"We will contribute to optimizing with all our capabilities to facilitate relevant sources of information," he said.
As for the TPBIS mechanism, continued Syarif, the National Library opens space for regional governments starting from neighborhood associations (RT), community associations (RW), village/lurah heads to regional heads.

TPBIS which is implemented in libraries at the provincial, district/city, to village/kelurahan levels is considered effective and the benefits are felt by the community. TPBIS is a library service approach that is committed to improving the quality of life and welfare of the library user community.

"Bung Karno's message was to stand on one's own feet, starting from imagination by reading (applied) books," said the Head of National Library.

According to Syarif, training and skills improvement for marginalized communities is very important. This is because they have been poor for four reasons. First, mastery of knowledge is lacking. Second, minimal innovation and creativity. Third, access to capital is lacking. Fourth is the culture of the people who speak more than read.

Meanwhile, since 2018, the TPBIS program has provided assistance to 34 provinces. For nearly five years, the TPBIS program has touched more than two million beneficiaries, from the initial target of 100 thousand people. This shows great public interest, and many people have experienced the positive benefits of this program in an effort to improve their quality of life and welfare.
