PLN Gradually Recovers Electricity Supply (0)
State-owned electricity firm PT PLN has recovered electric power to Balaraja Extra High Voltage substation in Banten Province, and furthermore it will be channeled to Suralaya steam-fueled power plant (PLTU) to gradually recover its operation to reach its capacity of 2800 MW of electricity.
In addition, power supply from Gandul Extra High Voltage substations in Depok, West Java Province, will be channeled to Muara Karang gas and steam power plant (PLTGU) to supply electricity to the Indonesian capital city, Jakarta.
Acting President Director of PLN Sripeni Inten Cahyani said here on Sunday that the power supply to Jakarta was expected to recover within three hours.
"We apologize for the inconvenience today, and currently all efforts have been made to recover the Java-Bali power system, especially in the area of West Java, Banten, and Jakarta," Cahyani said.
The company has focused on power supply to PLTGU Muara Karang and PLTGU Priok to recover the system in the capital city.
Previously, PLN has recovered the operation of hydro-generated power plant (PLTA) Saguling and PLTA Cirata which are functioned as power stabilizer, and, at the same time, supply the electricity to PLTU Suralaya through Cibinong, Depok, Gandul, Lengkok, Balaraja and Suralaya extra high voltage substations.
PLTU Suralaya is expected to return to its normal operation within six hours to normalize power system in West Java and Banten.
Blackout that affected thousands of homes and public facilities in West Java, Jakarta, and Banten was caused by several troubles in the extra high voltage 500 kV transmission of Ungaran - Pemalang.
"PLN has taken its best efforts and will have evaluation to prevent recurrence of today's incident," Cahyani said.

NTT should boost agriculture production to eliminate poverty: VP

Vice President Ma'ruf Amin called on the East Nusa Tenggara (NTT) provincial government to develop programs that bolster production in the agriculture, livestock, and fisheries sectors in order to reduce extreme poverty.
"Various programs are able to increase production in the agricultural, livestock, and fishery sectors. These programs are very supportive to end extreme poverty," Vice President Amin noted in a statement received on Monday from the Press, Media, and Information Bureau of the Vice President's Secretariat.
Vice President Amin made the statement while chairing a coordination meeting to discuss extreme poverty reduction with the ranks of the NTT provincial government in Kupang on October 17.
East Sumba, South Central Timor, Rote Ndao, Central Sumba, and East Manggarai are the five districts in NTT Province that are being prioritized for tackling extreme poverty until the end of 2021.
At the meeting, Amin called on the NTT provincial government and the five priority districts to ensure that all extreme poverty reduction programs of the central government can be targeted on point to the beneficiary community (KPM).
"Our biggest challenge is how to ensure that all programs from the central, provincial, and district governments can be accepted by the extremely poor households in the five priority districts," he informed.
To accelerate the target of solving extreme poverty in the five districts by 2021, the vice president spoke of the government having provided an additional budget for social assistance programs for the poor community.

Vice President Ma'ruf Amin urged the East Nusa Tenggara (NTT) provincial government to act promptly to handle extreme poverty by implementing contextual and applicable programs for the affected community.
"I want the local government to implement a contextual program, which means the program will be right on target or proffer actual benefits to the community," Vice President Amin noted in a statement issued by the Press, Media and Information Bureau of the Vice President's Secretariat on Monday.
The instruction was delivered directly by Amin while chairing a coordination meeting related to extreme poverty reduction with the NTT provincial government at the NTT Governor's Office on October 17.
Amin noted that implementation of the extreme poverty reduction program, as determined by the central government, must prioritize the affected community, so that the benefits are truly felt by people of NTT from the extremely poor category.
NTT is one of the seven provinces, with a total of 35 districts, whose extreme poverty rate will be addressed by the government in a bid to reach zero percent by the end of 2021.
The province's five districts of East Sumba, South Central Timor, Rote Ndao, Central Sumba, and East Manggarai are included in the priority agenda for tackling extreme poverty.
Meanwhile, NTT Governor, Viktor Laiskodat, remarked that NTT was the third-poorest province in Indonesia. However, of the five districts, Viktor noted that East Manggarai should not be included in the district, with the most extreme poor people.
"East Manggarai is a very fertile area, and indeed, the main problem is infrastructure. I do not have concrete data for including East Manggarai in the category of poor district," Laiskodat stated.
To this end, Laiskodat noted that the NTT provincial government will continue to encourage the local government to prioritize solving the problem of extreme poverty by optimally implementing contextual programs.

Jokowi urges SOEs calculate infrastructure construction tasks

Indonesian President Joko Widodo (Jokowi) has urged state-owned enterprises (BUMN) engaged in infrastructure construction to meticulously calculate all tasks handed by the government to them.
The head of state additionally reminded SOEs to not solely be project-oriented and merely compete for tasks without any clear-cut calculations.
"I can give a task to build a toll road, but it must be calculated," Jokowi remarked while giving directives to president directors of SOEs in West Manggarai, East Nusa Tenggara, on Thursday (Oct 14), as broadcast on the Presidential Secretariat YouTube channel here on Saturday.
The head of state urged state-owned infrastructure firms to gauge the level of investment efficiency or internal rate of return (IRR) to decipher the required State Budget (APBN) to be allocated.
"Do not compete to get a task without calculation. Owing to the tasks, you then take a short-term loan. Since the infrastructure is for the long term, it does not match. It is your job to do the calculations if there is a task (to build the infrastructure project)," the head of state noted.
Jokowi emphasized that if the calculation indicates no logic in the investment, then the logic should be found but through calculation.
"Abandon old culture since once again for business transformation, technology adaptation has become a must and is inevitable," he noted.

Govt to lift 196,120 Papuans out of extreme poverty: Amin

The Indonesian government has set the target of lifting 196,120 Papuans residing in five districts out of extreme poverty this year, Vice President Ma’ruf Amin has said.
During a coordination meeting at the Papua Governor's Office on Saturday, he informed that the 196,120 residents are among the approximately 2.1 million extremely poor nationwide, who will be targeted by the poverty alleviation program in 2021.
“In 2021, we will resolve extreme poverty in around 2.1 million citizens spread in seven provinces, including Papua, where five districts (of the province) are prioritized in 2021,” the Vice President said.
According to Amin, the five Papuan districts were prioritized based on the percentage of extreme poverty levels combined with the number of extremely poor people in the area.
“Especially for the five districts in Papua that are prioritized in 2021, the number of extremely poor people is 196,120, with a total of extremely poor households reaching 89,500,” he expounded.
While 30.84 percent or 67,720 of the 196,120 targeted Papuan residents are from Jayawijaya district, 26.53 percent or 35,180 are from Puncak Jaya district, 30.52 percent or 54,920 are from Lanny Jaya district, 29.19 percent or 14,200 are from Central Mamberamo district, and 32.48 percent or 24,100 are from Deiyai district, he informed.
The targeted residents have been identified based on a global measurement by the World Bank that has defined the extreme poor as those who are living on less than $1.9 per day, Amin explained.
Regarding the handling of extreme poverty in 2021, the Vice President emphasized that there is no problem regarding funding because the government has adequate funds to resolve extreme poverty.
"However, the biggest challenge now is how to make these programs convergent and integrated into targeting the same target," he added.
Therefore, the Vice President has instructed all levels of the Papuan provincial government to prioritize the convergence of programs from ministries and non-ministerial government institutions so that the assistance is accurately distributed to beneficiaries//ANT

Vice President dispatches assistance to church in West Papua

Vice President Ma'ruf Amin while visiting the Paul Sowi 4 Indonesian Christian Church (GKI) Manokwari, West Papua, Friday, dispatched assistance to the church for developing a school and new church building for the local community.
The assistance, among others, was in the form of money worth Rp500 million given from the Vice President Secretariat Office in accordance with Amin's directives.
"I also seek special assistance from the Vice President's Office, amounting to Rp500 million, from the Vice President's Office," he noted on Friday.
Earlier, Vice President Amin spoke with GKI Paulus Sowi 4 Manokwari's Pastor and received updates on the development plan for a new building for school.
"The pastor told me that the church will start to build an education center and also a new church building to address the issue of overcapacity in the old church," Amin remarked.
The vice president is optimistic that by accelerating development in West Papua and Papua, Indonesia would become a more prosperous and competitive country.

Vice President Ma'ruf Amin visited the XVIII Kasuari Regional Military Command (Kodam) Headquarters Complex in Manokwari City, West Papua Province, on Friday.
The visit was undertaken in the midst of his working visit to the provinces of West Papua and Papua from Thursday to Saturday.
According to the Press, Media, and Information Bureau of the Vice President’s Secretariat, Amin arrived at the complex on 6:30 Eastern Indonesia Standard Time.
Amin was greeted by West Papua Governor Dominggus Mandacan and Commander of the XVIII Kasuari Kodam Major General I Nyoman Cantiasa.
The vice president walked around the complex and enjoyed the surrounding scenery.
"The scenery is wonderful and educes our working spirit," the vice president remarked.
In addition, he lauded the arrangement of the complex, with several places of worship, to uphold tolerance and unity among various religious believers.
"It is extraordinary. The worship places are complete. There is a mosque as well as Catholic and Protestant churches. Later, a temple will also be built. It symbolizes religious diversity and harmony," he noted.
Furthermore, one of the places that also drew the vice president’s attention was the Kodam’s Green Kasuari plantation area.
"I really laud the area used to plant various commodities of vegetables, watermelon, and orchid," he noted.
The plantation can serve as an example for other military and police headquarter complexes, he stated.
"The plantation activity can be developed to be taught to the community. Thus, we will not face anymore difficulties in meeting their needs. Even, if it is possible, we can also meet the other regions’ demand," he added.
At the end of his visit, Vice President Amin planted a matoa (Pometia pinnata) tree and left a note of "Please continue your service for the beloved Republic of Indonesia."//ANT

Amin expects indigenous people to benefit from Papua's development

Vice President Ma'ruf Amin called on the Papua and West Papua provincial governments to push for development, so that indigenous Papuans can enjoy the results.
"In the context of efforts to accelerate the development of West Papua, it is expected to provide clear, tangible changes and that the results are truly experienced and the benefits are enjoyed, especially for indigenous Papuans, as a commitment of the government," the vice president stated in Manokwari, West Papua, according to a statement from the Bureau of Press, Media, and Information of the Vice President's Secretariat on Thursday.

Vice President Amin led a coordination meeting with the ranks of the West Papua provincial government at the West Papua Governor's Office on Thursday. The meeting aims to discuss efforts to expedite development and tackle extreme poverty in the area.
"This is a coordination meeting to discuss Presidential Instruction Number 9 of 2020 and then also relates to Law Number 2 of 2021 on the Second Amendment to Law Number 21 of 2001 on Special Autonomy for the provinces of Papua and West Papua while at the same time discussing about tackling extreme poverty," he noted.
At the coordination meeting, Amin appealed to all ranks of the West Papua provincial government to submit proposals and hold dialogue with the central government to accelerate development in West Papua Province.
"This is a follow-up meeting of that at the Vice President's Office to obtain some kind of input and dialogue between the (central) Government and all of society in West Papua," Amin remarked.
Amin's visit to West Papua is the foremost one since he first served as vice president in October 2019. He is also scheduled to visit Papua Province, Friday, October 15, to lead a coordination meeting and close the National Sports Week (PON). XX.

Task Force necessitates 5-day quarantine for citizens, foreigners

The COVID-19 Task Force has made it compulsory for all international travellers, both Indonesian citizens and foreigners, to undergo quarantine for five days upon arrival in Indonesia.
This was outlined in Circular Letter Number 20 of 2021 on international travel health protocols during the coronavirus disease 2019 (COVID-19) pandemic, issued by the COVID-19 Task Force.
"This circular letter aims to impose health protocols for international travellers during the COVID-19 pandemic. The aim is to monitor, control, and evaluate in order to prevent an increase in COVID-19 transmission," Head of the COVID-19 Task Force Ganip Warsito noted in a written statement received here on Thursday.
The policy is effective from October 14, 2021, until a later time is determined. It will be evaluated further in accordance with the latest developments or the evaluation results from the relevant ministries, agencies, or institutions.
With the enactment of Circular Letter Number 20 of 2021, SE Number 18 of 2021, Addendum to Circular Letter Number 18 of 2021 and Second Addendum to Circular Letter Number 18 of 2021 are now invalid.
A change in the duration of quarantine has been outlined in Circular Letter Number 20 of 2021. It has been reduced from 8x24 hours to 5x24 hours for all types of travellers.
International travelers must present their full vaccine certificates at least 14 days before departure and attach them in English apart from their native language.
Foreign tourists may enter Indonesia through airports in Bali and the Riau Islands.
In addition to the proof of vaccination and RT-PCR results for a maximum of 3x24 hours, the traveler is required to attach documents of a short visit visa or other valid entry permit for foreigners, proof of ownership of insurance worth US$100 thousand that covers financing for COVID-19, and proof of accommodation booking during their stay in Indonesia.
Healso issued Decree No. 14 of 2021 on entry points, quarantine places, and RT-PCR obligations for Indonesian citizens undertaking international travel. It is effective from October 13 to December 31, 2021.
In the decree, Warsito designated two airports Soekarno Hatta and Sam Ratulangi; three ports Batam, Tanjung Pinang, and Nunukan; and two Cross-Border Posts: Aruk and Entikong.
The decree also designated Pademangan Village as a quarantine place for Indonesian citizens traveling internationally who enter through the Soekarno Hatta Airport, Banten. The services offered by the Pademangan Village include lodging, transportation, meals, and RT-PCR tests.
The designated quarantine place is specifically intended for Indonesian citizens, with Indonesian Migrant Workers status that return to Indonesia and stay at least 14 days in Indonesia.
Apart from migrant workers, Pademangan Village is also meant to cater to students returning to Indonesia after studying overseas and government employees returning to Indonesia after undertaking official trips abroad.
The decree also imposes a rule for Indonesian citizens traveling internationally. Those coming from countries, with low COVID-19 case count, are required to undergo a five-day quarantine. However, those traveling to countries with high count of COVID-19 cases must undergo a 14-day quarantine.

Realizing gender equality can boost global GDP by 26%: Effendy

Coordinating Minister for Human Development and Cultural Affairs Muhadjir Effendy has said that the realization of gender equality could help raise global GDP (gross domestic product) by around 26 percent.
"In contrast, failure in realizing gender equality by the next six years could potentially cause Indonesia to lose US$135 billion in annual GDP," he remarked at the 2020 Anugerah Parahita Ekapraya (APE) Awards, held online on Wednesday.
Therefore, the improvement in gender equality is closely related to the acceleration of development, the minister said. For that reason, the role of governments, both central and local, is essential for accelerating equal development for women and men by implementing gender mainstreaming strategies (PUG), he added.
Effendy then praised Minister of Women's Empowerment and Child Protection Bintang Puspayoga, and her ministry for holding the 2020 Anugerah Parahita Ekapraya (APE) Awards.
"I would love to congratulate the ministries, institutions, and regional governments who have received the 2020 APE awards, both in the mentor, main, intermediate, and primary categories."

Indonesia to accelerate mangrove rehabilitation: minister

Minister of Environment and Forestry Siti Nurbaya Bakar has said that the Indonesian Government will accelerate mangrove rehabilitation to recover around 600 thousand hectares of mangrove land by 2024.
"There has been a lot of experience from the late 1990s, 2003, and so on, regarding how to transform ponds--whether salt ponds or shrimp ponds and others--to mangrove ecosystems,” she said after the launch of the 2021 National Mangrove Map here on Wednesday.
According to the minister, mangroves have now become a global issue.
As one of the countries with the largest mangrove ecosystems in the world, Indonesia is paying close attention to mangrove issues, which is being realized through President Joko Widodo's policy of establishing the Peatland and Mangrove Restoration Agency (BRGM) to accelerate rehabilitation, she said.
According to the latest data from the National Mangrove Map, there are 3,364,080 hectares of mangroves in Indonesia, which reflects an increase of 52,873 hectares from 3,311,207 hectares in 2013-2019.
In the 3,364,080 hectares of mangrove land, there are variations in the canopy classification from good to sparse.
Regarding mangrove lands with sparse canopy to damaged canopy, the government is targeting to recover around 600 thousand hectares by 2024, the minister said.
“There are many ways (for the acceleration). From the government side, there are state budget and regional budget. There are also the supports from the Corporate Social Responsibility (CSR) and SOEs (state-owned enterprises) as well as the outstanding initiatives from the community, for example, tree adoption,” she said.
