PLN Gradually Recovers Electricity Supply (0)

State-owned electricity firm PT PLN has recovered electric power to Balaraja Extra High Voltage substation in Banten Province, and furthermore it will be channeled to Suralaya steam-fueled power plant (PLTU) to gradually recover its operation to reach its capacity of 2800 MW of electricity.

In addition, power supply from Gandul Extra High Voltage substations in Depok, West Java Province, will be channeled to Muara Karang gas and steam power plant (PLTGU) to supply electricity to the Indonesian capital city, Jakarta.

Acting President Director of PLN Sripeni Inten Cahyani said here on Sunday that the power supply to Jakarta was expected to recover within three hours.

"We apologize for the inconvenience today, and currently all efforts have been made to recover the Java-Bali power system, especially in the area of West Java, Banten, and Jakarta," Cahyani said.

The company has focused on power supply to PLTGU Muara Karang and PLTGU Priok to recover the system in the capital city.

Previously, PLN has recovered the operation of hydro-generated power plant (PLTA) Saguling and PLTA Cirata which are functioned as power stabilizer, and, at the same time, supply the electricity to PLTU Suralaya through Cibinong, Depok, Gandul, Lengkok, Balaraja and Suralaya extra high voltage substations.

PLTU Suralaya is expected to return to its normal operation within six hours to normalize power system in West Java and Banten.

Blackout that affected thousands of homes and public facilities in West Java, Jakarta, and Banten was caused by several troubles in the extra high voltage 500 kV transmission of Ungaran - Pemalang.

"PLN has taken its best efforts and will have evaluation to prevent recurrence of today's incident," Cahyani said.

The South Kalimantan Office of Law and Human Rights Ministry has committed to providing intellectual property protection for the products of micro, small and medium enterprises (MSMEs) in the province.

"We always facilitate the intellectual property protection of the products," the office's Head of the Intellectual Property Service Sub-Sector Eka Shanty Maulina stated here on Sunday.

She said, many MSME products in South Kalimantan are popular among people from other provinces including snacks, sasirangan cloth, and various accessories such as bracelets and necklaces made of gemstones.

According to her, MSME players have a strategic role to attract visitors and give an added value to South Kalimantan.

For that reason, through its Intellectual Property Service Sub-Sector, the ministry continues to make efforts so that the local products can be registered and protected by law as an exclusive right granted by the state for products with economic value.

Maulina added that the auto-approval system is implemented for every intellectual property application made online as a form of commitment to improve services for the community.

She explained that with the system being implemented, applications would be approved the day they are submitted.

The Law and Human Rights Ministry also synergized with the Standardization and Industrial Services Center of the Industry Ministry in relation to product registration for business players assisted by the Standardization and Industrial Services Center to be registered as intellectual property products.

Earlier, Law and Human Rights Minister Yasonna H. Laoly invited all regional governments to encourage their people to gain greater awareness of intellectual property.

Examples of intellectual property comprise recording copyright, brand rights, and geography indication, Laoly stated.

The intellectual property ecosystem, as the economic cycle driven by innovation and creativity, not only improves their owners' economy but can also bolster the growth and development of the national economy, the minister explained. (antaranews)

People's Consultative Assembly (MPR) Deputy Speaker Lestari Moerdijat, in a statement on Friday, laid due emphasis on strengthening collaboration between related parties to revive the tourism sector and to encourage economic growth.

Moerdijat cited as an example the joint working of tourism industry actors with the international network and local tourism managers.

"Tourism actors with the international network must collaborate with managers of local tourism destinations that the people develop, such as Borobudur, so that the tourism sector can recover immediately," she noted.

During the Post-COVID-19 Pandemic Tourism Strengthening workshop at the Borobudur Village Economic Hall, Central Java, on Friday, Moerdijat expressed belief that the targets determined by the national tourism sector can be achieved through sound coordination.

In addition to collaboration, strengthening the tourism actors' skills is necessary to realize the revival of the national tourism sector.

Specifically in Borobudur, Moerdijat expects that stakeholders and the public can utilize the momentum offered by Eid al-Fitr to trade and sell the products that they own.

The government has taken several policy improvement steps in the tourism sector for the post-COVID-19 pandemic period to revive the tourism sector and to encourage economic growth, she noted.

For instance, the government issued a policy that allows people to return home during Eid al-Fitr and reopens the door for international tourists this year.

Moerdijat expects that the people and tourism entrepreneurs would make the most of this opportunity for reviving the sector.

"The impact of the pandemic on tourism in Borobudur alone is very worrisome. Usually, it was visited by 3.8 million tourists per year, though now, it is only 400 thousand per year," she stated.

Moerdijat pointed to a similar condition also occurring at the national scale.

"The Tourism and Creative Economy Ministry recorded that the number of international tourists in 2019 had reached 16.1 million people. Meanwhile, in 2020, it stood at 4.05 million people," she explained.

Moerdijat further noted that several locations in the Asia-Pacific had started to revive their tourism sector for the post-pandemic period.

With this, she expects that tourism actors in Indonesia can take a cue from Asia-Pacific nations on ways to revive the sector impacted by the pandemic//ANT

House Speaker Chairperson, Puan Maharani - 

 

Speaker of the Indonesian House of Representatives (DPR) Puan Maharani urged the government to act swiftly to prepare for the 2022 Hajj and ensure requisite technical preparations, so that the pilgrims were served well.

"With the opening of the Hajj quota of one million pilgrims this year, it must be welcomed and prepared as well as possible. The government must move quickly to maximize diplomacy, so that Indonesia can get the maximum quota," Maharani noted in a statement, in Jakarta, Friday.

The speaker affirmed that Muslims in Indonesia had long awaited to return to conduct Hajj.

For the second year in a row, Indonesia was unable to send Muslims to the holy land, as the Hajj was limited due to the COVID-19 pandemic.

In 2020, Saudi Arabia only opened a quota of one thousand Hajj pilgrims for its citizens. Thereafter, in the following year, the quota increased to 60 thousand, though it was still reserved for the citizens of Saudi Arabia.

Maharani spoke of having urged Commission VIII of the DPR to immediately hold a meeting with the religious affairs minister to follow up on the Saudi Arabian decision.

As a result, the DPR and the minister of religious affairs also approved the 2022 Hajj Organizing Fee (BPIH) of IDR 39,886,009.

Furthermore, Maharani drew attention to the government's duty to lobby Saudi Arabia and ensure that Indonesia received an adequate number of hajj quotas.

"Even if it is possible, Indonesia could be given an additional quota from the rest of the Hajj quotas from other countries that are not absorbed," Maharani affirmed.

In addition to the issue of Hajj quota, she also reminded the government that preparations for the departure of the congregation and the provision of facilities for Hajj pilgrims should be carried out as optimally as possible.

Reflecting on her experiences while serving as coordinating minister for human development and culture (Menko PMK) during the 2014-2019 period, Maharani reminded all parties to work together to ensure that the Hajj pilgrimage this year was successful.

"Hajj pilgrims from Indonesia must be able to enjoy various services to handle basic to even the smallest problems, including the availability of drinking water for pilgrims in the face of hot storms in the Holy Land," she remarked//ANT

Finance Minister Sri Mulyani Indrawati has projected that the Indonesian economy will grow 4.5–5.2 percent in the first quarter of 2022 amidst uncertainty about the global economy due to the Russia-Ukraine war.  

"We will remain in a range of 4.5 to 5.2 percent, with the mid-point of 5 percent for the first quarter of 2022," she said at a press conference in Jakarta on Wednesday.



The first-quarter growth projection is based on several economic indicators, which performed well until early March 2022, including consumer confidence, retail sales, motor vehicle sales, cement consumption, and electricity consumption, she informed.



Throughout 2022, the national economy is projected to grow within a range of 4.8–5.5 percent, she added.



Many international institutions, including the Organisation for Economic Cooperation and Development (OECD, World Bank, and International Monetary Fund (IMF), are expected to revise their global economic outlook downward this month, the minister said.



"In April, there will be many reports about the downward revision of the global economic outlook following the war in Ukraine," she added.



OECD had revised its global economic growth forecast for 2022 downward to 3.5 percent from 4.5 percent earlier.



Meanwhile, the World Bank had also lowered its economic growth forecast for East Asia and the Pacific this year to 4.0–5.0 percent from 5.4 percent.



"The World Bank has projected that the Indonesian economy will grow 5.1 percent this year,” she said. (Antaranews)

The third phase of Merah Putih Vaccine's clinical trial is conducted in parallel with the booster trial, Merah Putih Vaccine Researcher Head at Airlangga University, Surabaya, East Java, Abdul Rantam stated.

"We plan this to be held in parallel to shorten the time period. Hence, the third phase and booster trial are conducted simultaneously due to the emergency situation," Rantam noted here on Wednesday.

The Merah Putih Vaccine has currently enter the second phase of the clinical trial that starts from vaccine raw material creation development (upstream), vaccine formulation (downstream), and filling process into vials to become the finished product.

The second phase of the clinical trial involves 405 human subjects divided into three groups that will receive three mcg and five mcg doses of the vaccine.

Control vaccine will also be given through two administrations at an interval of 28 days.

The third phase of the clinical trial to determine the age group target type is planned to be rolled out starting from May 28, 2022.

"Ever since the pre-clinical trial, it has been prepared for children, teenagers, pregnant mothers, and parents," Rantam explained.

Under normal circumstances, the booster vaccine trial is conducted separately from the third phase of the clinical trial, he noted.

However, with the permit from the Indonesian Food and Drug Control Agency (BPOM) concerning the emergency situation, the booster trail can be conducted in parallel with the third phase.

"For instance, vaccine A is used as booster, that has its own research. However, due to emergency, it is sometimes allowed," Rantam noted.

The booster trial on Merah Putih Vaccine will apply the homologous method or similar vaccine platform with the primary complete dose for a more optimal result.

If the entire second and third phase of the clinical trial proceeds well, the BPOM targets the Merah Putih Vaccine to obtain Emergency Use Authorization (EUA) in August 2022 and be ready for the public. (Antaranews)

Minister of Home Affairs Tito Karnavian has confirmed that President Joko Widodo (Jokowi) is ready to enact Presidential regulations to ensure smooth logistics preparation for the 2024 General Elections.

"The President is ready to (enact) specific Presidential regulations for smooth general elections logistics preparation," Karnavian said during a meeting session at the Parliament Complex here on Wednesday.

Besides the Home Affairs Ministry, officials from the General Elections Commission (KPU RI), General Elections Supervisory Agency (Bawaslu), and the Electoral Organizer Honorary Council (DKPP) were also present during the meeting with legislators of Commission II of the House of Representatives (DPR RI).

The minister said logistics is one of the principal issues in election conduct.

"Sometimes (the logistics preparation process) needs a long time, particularly for the tender process," he noted.

The President has also instructed the Coordinating Ministry of Political, Legal, and Security Affairs and the Home Affairs Ministry to prepare the necessary regulations, as long as the regulations do not violate other laws, the minister said.

"The government will prepare the regulation, which will also cover goods procurement and logistics aspects of the election," Karnavian added.

The minister then urged electoral organizers to estimate an effective and efficient election budget.

"I appeal (to electoral organizers) to calculate the election budget to ensure it will be as low as possible, yet without compromising election targets," he remarked.

He said that at present, the budget must be made effective as the government and the people are still recovering from the COVID-19 pandemic and there is no certainty that the pandemic will be over by 2024.

"We are currently amid the economic recovery stage; there are a lot of people affected (by the pandemic) and a lot of national strategic projects in regions are yet to be finished. Those indeed need money," Karnavian added.  (Antaranews)

The Presidential Staff Office has said that the Sexual Violence Crime Bill, which has been ratified into law, is a breakthrough in drafting progressive and non-partisan legislation.

Deputy V of the Presidential Chief of Staff, Jaleswari Pramodhawardani, described the participation model employed by the task force, coupled with strong communication with the House of Representatives, as a best practice, which can be replicated in future legislations.

After six years of discussions, the House of Representatives officially ratified the Sexual Violence Crime Bill, passing it into law during the 19th plenary session on Tuesday.

"The long road to the ratification of the Sexual Violence Crime Bill into law has been successfully (treaded), thanks to the collaboration with (every organ) of the nation, from the legislature, government, other state institutions, civil society, academics, and even the judiciary, all of whom are trying to (assist) Indonesia out of (the dangers) of sexual violence," she said.

The government has also lauded the House of Representatives and the general public who initiated and pushed for the passage of the Sexual Violence Crime Bill.

She informed that the process of drafting the Sexual Violence Crime Bill, which was originally called the Draft Law on the Elimination of Sexual Violence, had begun in 2016 and was pursued in 2021 by the Task Force for the Acceleration of the Formation of the Sexual Violence Crime Bill, which consisted of cross-ministerial or institutional elements.

There were 8 factions in the House of Representatives—the Indonesian Democratic Party of Struggle, the Party of Functional Groups, the Great Indonesia Movement Party, National Democratic Party, National Awakening Party, National Mandate Party, Democrats Party, and United Development Party—which approved the bill’s ratification.

The Prosperous Justice Party (PKS) faction was the only faction that was against the bill reaching level II discussions in a plenary meeting, given its wait for the ratification of the revised Criminal Code.


The Sexual Violence Crime Law consists of 8 chapters and 93 articles and includes 9 forms of sexual violence, ranging from non-physical sexual harassment, physical sexual harassment, forced contraception, forced sterilization, forced marriage, electronic-based sexual violence, sexual abuse, sexual exploitation, to sexual slavery.

The law also accommodates inputs from the coalition of the general public, such as the inclusion of a 'victim trust fund' mechanism.

The law also allows community-based service providers to contribute to the process of mentoring and protecting victims of sexual violence, perpetrators of sexual violence to approach victims from a certain distance and a certain time during the legal process, and regulates the rights of victims, victims' families, witnesses, experts, and companions to ensure the victim's rights are met.

However, the two initial proposals for rape and abortion have been excluded from the Sexual Violence Law because rape will be regulated in the Draft Criminal Code and abortion is already regulated in the Health Law. (Antaranews)

As many as 27.9 million Indonesian citizens have received the third or booster dose of the COVID-19 vaccine as of Tuesday, the COVID-19 Handling Task Force has reported.

According to the task force data received by ANTARA here on Tuesday, the number of people who have received the booster dose increased by 669,139 on Tuesday, taking the total number of booster recipients to 27,960,917.

Meanwhile, the number of second dose recipients grew by 227,644 to reach 161,761,633.

An increase was also recorded in the number of first dose recipients. Based on the data, the number of people who received the first shot swelled by 119,894 to touch 197,660,336 as of Tuesday.

As part of efforts to boost community immunity against COVID-19, the Indonesian government launched a nationwide vaccination program on January 13, 2021, targeting as many as 208,265,720 citizens across the country.

Spokesperson for the Ministry of Health, Siti Nadia Tarmizi, has emphasized that vaccine stocks are still adequate to vaccinate people and protect them from COVID-19 transmission during Eid mudik (homecoming exodus) activities.

"What we want to emphasize is that the Ministry of Health ensures the availability of vaccines. So, even if there are areas that may be running out (of vaccines), we can assure you that we will immediately refill and distribute them (the vaccines)," she asserted.

To ensure that all family members can join the Eid exodus and carry out Eid activities comfortably, people must get the booster dose promptly, she said.

According to Tarmizi, the booster dose will not only provide protection to people while traveling for the homecoming exodus, but also when gathering with families after they arrive. (Antaranews)

There are at least seven progressive items in the sexual violence law ratified by the House of Representatives and the government, the Witness and Victim Protection Agency (LPSK) has said.

"In the law, there are seven contents which are considered very progressive with regard to the protection of witnesses and victims," LPSK deputy chair Livia Istania D.F. Iskandar said in a written statement received here on Tuesday.

The first item is related to restitution. The regulation regarding restitution puts emphasis on the responsibility of the perpetrator, starting from demanding payment from the perpetrator, the imposition of a third party, confiscation of the perpetrator's assets, and additional penalties if the perpetrator is unable to pay or in the absence of a third party.

As per the draft law, the state will assume responsibility if the perpetrator is unable to pay restitution, she said. In case the perpetrator is a corporation, sanctions would be awarded in the form of a partial closure of the business, and the business activities of the corporation will be closed for a maximum of one year.

The second item is the regulation of victim trust funds. If the assets confiscated and provided to the victim are insufficient, the state will compensate the victim with restitution decided by court.

Iskandar explained that the victim aid fund can be obtained from philanthropic institutions, communities, individuals, corporate social responsibility, other legal and non-binding sources, and the state budget, in accordance with the provisions of the legislation.

Third, the protection mechanism for victims will be carried out in stages. The first stage is temporary protection by the police, or the victims could apply for protection to the Witness and Victim Protection Agency no later than 1x24 hours. Temporary protection will be provided for a maximum of 14 days.

In terms of arrangements regarding companions for sexual violence victims who have been accommodated, companions could be provided during all phases of examination in the judicial process, with the agency's officers serving as one of the companions.

"The companion must also meet the requirements, both (in terms of) competence, (as in they must) have participated in (relevant) training, and (they must be) of the same sex or gender as the victim," she elaborated.

The fifth item pertains to the examination of witnesses or victims. Some regulations include the reading of police investigation reports should the witness or victim be unable to attend the trial for reasons such as health, security, and safety, among others.

The sixth item is related to the rights of victims, their families, and witnesses. The regulation set in the Law on the Protection of Witnesses and Victims will remain in effect, unless stated otherwise by the Sexual Violence Crime Bill.

"The rights given to victims are the right to treatment, protection, and recovery, of which the procedures are regulated by government regulations," Iskandar said.

Lastly, the law brings up the implementation of integrated services for women and children, which are under the purview of central and regional governments. (Antaranews)

ASEAN nations agreed to utilize the economic recovery momentum to push for financial stability and integration during the 8th Joint Meeting of the ASEAN Finance Ministers and Central Bank Governors (AFMGM).

In an official statement issued on Monday, Bank Indonesia's Communication Department Executive Director Erwin Haryono said that ASEAN nations emphasized the commitment to strengthen cooperation during the meeting.

This would mitigate economic risks and challenges during the post-COVID-19 period and amid climate change, digital disruptions, and geopolitical tensions.

Representatives of ASEAN nations who participated in the meeting agreed on several priority efforts to encourage financial stability and integration in ASEAN.

One of the efforts is encouraging further integration in the regional financial services sector, including by upgrading the Annex on Financial Services within the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA).

ASEAN nations also warmly welcomed the resolution of the study on ASEAN member states (AMS) entitled Financial Landscape Toward Furthering ASEAN Banking Integration in the Digital Era.

In addition, they also welcomed the Cross-Border QR Code Payment Linkages initiative and the issuance of ASEAN Taxonomy version 1.

The ASEAN central bank initiative to strengthen the sustainable finance agenda through the formation of two work streams under the Senior Level Committee Task Force (SLC-TF) also received support.

"ASEAN nations will also continue the commitment to improve financial inclusion through the strengthening of access, utilization, and quality of financial services within their region," Haryono said.

At the AFMGM meeting, the national representatives also lauded the achievement ofexclusion average level in ASEAN, which has exceeded the target.

Moreover, they welcomed the issuance of the Policy Note on Digital Financial Literacy and Measuring Progress 2021: Financial Inclusion in Selected ASEAN Countries, which supports the move to improve financial inclusion as a whole.

"The completion of the Policy Note on Capital Account Safeguard Measures Recent Experiences and its submission to the International Monetary Fund to enrich the discussion on the Integrated Policy Framework from the perspective of ASEAN member nations was also lauded," he noted.

The adaptation within the meeting was also obtained from the perspective of several international institutions and business world organizations.

The institutions comprised the International Monetary Fund (IMF), World Bank (WB), ASEAN+3 Macroeconomic Research Office (AMRO), Asian Development Bank (ADB), and Asian Infrastructure Investment Bank (AIIB).

Meanwhile, the business world organizations consisted of the ASEAN Business Advisory Council, EU-ASEAN Business Council, and US-ASEAN Business Council.  (Antaranews)
