The Coordinating Ministry for Maritime Affairs and Fisheries Welcomes the Signing of the Makassar City PSEL Cooperation Agreement

VOInews, Jakarta : The National Strategic Project for Processing Waste into Electrical Energy (PSEL) for Makassar City reached a new stage with the signing of the Cooperation Agreement which was implemented at the office of the Coordinating Ministry for Maritime Affairs and Investment (Kemenko Marves), Jakarta, Tuesday (24/09/2024).

Assistant Deputy (Asdep) at the Deputy for Maritime Sovereignty and Energy Coordination at the Coordinating Ministry for Maritime Affairs and Fisheries, Ridha Yasser, said that waste management in Indonesia has been regulated in accordance with Law (UU) Number 18 of 2008 concerning Waste Management.

Its contents regulate improving public health and the quality of the environment, and to utilize resources, waste management must be carried out in a systematic, comprehensive and sustainable manner, including waste reduction and handling.

A significant reduction in the volume of waste, namely at least 80 percent of the volume of waste that has been disposed of at the final processing site (TPA), is very important for the cleanliness and aesthetic appeal of the city, especially in areas facing a waste emergency.

"One effort to overcome the waste emergency in certain areas is the issuance of Presidential Regulation (Perpres) Number 35 of 2018 concerning the Acceleration of Construction of Waste to Electrical Energy (PSEL) Processing Installations Based on Environmentally Friendly Technology. "PSEL is what is known as a waste-to-energy power plant (PLTSa) in the energy sector or called waste to energy (WtE)," said Ridha in his speech.

According to Ridha, currently the waste problem has been a problem for a very long time and has not been resolved until now. Waste is a general problem, currently waste cannot be cleaned optimally because there is no storage and management, there is storage but because the management is not optimal and it ends up being overloaded.

Based on Presidential Decree Number 35 of 2018, at least 12 cities have been selected and one of them is Makassar City, which is a 'garbage emergency' area. In Presidential Decree 35/2018, the central government provides support through the State Revenue and Expenditure Budget (APBN).

The Central Government continues to fully support the efforts of the Regional Government, especially the Makassar City Government, to achieve environmentally sound city development, and for this reason all stakeholders must collaborate to handle this waste so that it has a positive impact on the environment, society and the economy.

"Today we witnessed together the process of signing the Cooperation Agreement between the Makassar City Government and the SUS Shanghai Holding Limited Consortium - Shanghai SUS Environment Co. Ltd - PT Grand Puri Indonesia," he said.

The signing of the Cooperation Agreement for an investment project worth USD 200 million was carried out between the Makassar City Government represented by the Mayor of Makassar, Mohammad Ramdhan Pomanto and PT Sarana Utama Synergy represented by CTO SUS Environment, Jiao Xue Jun; and Main Director of PT. Synergy Primary Facility, Yee Wai Kuen.

According to a release received by Voice of Indonesia on Tuesday September 24th 2024 in Jakarta, the Coordinating Ministry for Maritime Affairs and Fisheries as Chair of the Coordination Team for the Acceleration of PSEL Development in accordance with the mandate of Presidential Decree Number 35 of 2018 concerning the Acceleration of Construction of Waste to Electrical Energy Processing Installations based on Environmentally Friendly Technology acted as a witness represented by Assistant Deputy for Energy, Ridha Yasser.

The signing was also witnessed by representatives from various Ministries from the Central Government who support the accelerated implementation of PSEL development, including the Ministry of the Environment, KPPIP, Ministry of Finance, the Government Goods/Services Procurement Policy Institute, and the Coordinating Ministry for Economic Affairs as well as assistance from the Makassar Prosecutor's Office and the South Sulawesi Regional Police .

The signed project is located in Makassar City with a construction capacity of 1,300 tons/day. This project will be equipped with two combustion lines with a capacity of 2x650 tons/day.

As one of the national strategic projects for waste processing in Indonesia, this project will not only help overcome increasingly serious waste management problems, but also significantly reduce greenhouse gas emissions, supporting Indonesia in achieving its carbon neutral target.

SUS Environment CTO, Jiao Xue Jun in his speech stated, "We are very honored to be able to participate in the waste incineration project for power generation in Indonesia. As a leading clean energy company in China, we will utilize our technological and management advantages to ensure successful project development and operation efficient, as well as providing new impetus for sustainable development in Indonesia."

Meanwhile, the Mayor of Makassar, Moh Ramdhan Pomanto, said he was grateful that the PSEL cooperation based on environmentally friendly technology could finally be signed after going through a long process. "Today is a long journey, we are taking care of it together carefully," he said on the same occasion.

This project is expected to begin operations at the end of 2026, and is expected to become an important pilot project in Indonesia and the Southeast Asia region.

During the project construction period, it will also create many jobs for the local community and encourage the development of related industrial chains.

This cooperation not only deepens collaboration between China and Indonesia in the field of green energy and environmental protection, but also represents an important achievement within the framework of the "Belt and Road" initiative.

Both parties stated that they will continue to strengthen cooperation and jointly promote the implementation of more environmental protection and sustainable development projects, making positive contributions to environmental protection of regional ecosystems and economic development//VOI
