Indonesia’s government, at the Organisation of Islamic Cooperation (OIC) extraordinary ministerial meeting in Jeddah, Saudi Arabia, (Sept. 15), said that Israel’s campaign promise on its west bank annexation plan was a violation of the international law.

"Indonesia sees a campaign promise made in Israel concerning Israel’s west bank annexation plan as an act of discrediting the international law and a flagrant violation of UN resolutions," Director General for Multilateral Cooperation Febrian A. Ruddyard, as the special envoy of the Indonesian Ministry of Foreign Affairs, remarked.

The statement was delivered by Director General Ruddyard at the OIC meeting, as noted in a written statement issued by the Indonesian Ministry of Foreign Affairs and received here on Monday.

The OIC held an emergency ministerial meeting two days ago prior to Israel’s general election in response to Israeli Prime Minister Netanyahu’s statement on the plan to annex the West Bank in Palestine.

At the meeting, Ruddyard highlighted the United Nations Security Council (UNSC) Resolution No. 2334 of 2016 that unequivocally states that the UNSC does not acknowledge any amendments to the 1967 border line between the Israeli and Palestinian territories.

Hence, the Indonesian government expected that the OIC can call on the international society to support Palestine and not acknowledge the illegal action by Israel. Indonesia also expected such action to be discussed at the UN Security Council.

Ruddyard stated that Israel’s annexation plan was closely linked to legal and humanitarian issues. Developing settlements in the Palestinian region posed a challenge in the negotiation process that might cause human rights violations against the Palestinians.

Furthermore, the Indonesian government encouraged OIC members to prevent Israel’s efforts to change the demographic composition in the Palestinian region.

Hence, Indonesia urged Israel to commit to a two-state solution based on the 1967 border lines, respect Palestinian self-determination right, and the status of East Jerusalem as Palestine’s capital city.

The one-day meeting was attended by eight OIC ministers and agreed on a mutual communiqué concerning criticism against Israel and support for the Palestinians.  Related news: Indonesia expounds three key measures in tackling Palestinian issues

Indonesia has invited ASEAN member nations to promote shared values to be encapsulated in the narrative on ASEAN identity.

The narrative on ASEAN identity was proposed by Indonesia, the chairperson of the 15th ASEAN Senior Officials Meeting for Culture and Arts (SOMCA) and Related Meetings, in Yogyakarta on September 9-12, 2019.

"This narrative needs to be raised to increase awareness that the ASEAN is not only a politically constructed organization, but there are also cultural values in Southeast Asia that must be integrated in the ASEAN identity," Director of ASEAN Social and Cultural Cooperation at the Ministry of Foreign Affairs of the Republic of Indonesia Riaz Saehu noted on the sidelines of the 15th ASEAN SOMCA in Yogyakarta on Tuesday.

The similarity in values, among others, almost all ASEAN member countries, except Thailand, have been colonized by the West. Moreover, Southeast Asian nations have been influenced by Indian and Chinese civilizations.

"The ASEAN community needs to understand that we actually share the values of tolerance and mutual respect, and although they are quite diverse, we are able to adapt and adopt values arising from anywhere to Southeast Asia," Saehu noted.

Based on these similar values, Indonesia then proposed the narrative on ASEAN identity that is expected to be utilized by all member nations to promote the ASEAN.

After discussion at the 15th SOMCA, the narrative on ASEAN identity is targeted to be adopted by the leaders of member nations in the 2020 ASEAN Summit.

"It is expected that leaders can accept this narrative during the 2020 ASEAN Summit. The form is indeed not a communique or a joint document, but a narrative that can encourage a sense of togetherness and increase public awareness in the region about ASEAN," Saehu remarked.

The draft of the ASEAN identity proposed by Indonesia is the result of discussions from several civil society organizations that had consulted with 10 member countries for two months.

If all member countries agree on the narrative on ASEAN identity, it will help the process of promoting the ASEAN, which has, until now, only been understood by limited circles, including the government, students, media, academics, and universities.

Delegations from 10 ASEAN countries -- Brunei Darussalam, the Philippines, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand and Vietnam -- as well as the three partner countries of Japan, South Korea, and China attended the 15th ASEAN Senior Officials Meeting for Culture and Arts (SOMCA). Russian association of cyber-tech companies has shown interest in sharing knowledge and supporting the Indonesian government’s plan to improve the country's human capital on cyber-technology.

On the sidelines of an "Exports of Technological Sovereignty" workshop in Jakarta, the head of the Association for Exports of Technological Sovereignty (ASSETS), Andrey Bezrukoz, said here Tuesday that a large number of the workforce in Indonesia has potential when it comes to developing the cyber-technology sectors.

On the other hand, Russia has been widely acknowledged as one of the few states in the world with the most advanced cyber-technology sector, he added.

"The meeting is just a start as what we would like to do is to create a permanent base of cooperation of technology between leading companies and universities of the two countries. Today's event is a start for technology exchanges, and of course, it also means training people," Bezrukoz explained.

Meanwhile, a non-governmental body Indonesia Cyber Security Forum (ICSF) explained that the number of cyber-technology graduates and experts in the country remained low, although the need for cyber experts was relatively high.

"I was greatly concerned about our human capital's capacity when it comes to cyber-technology as it was not determined by the machine or the tools, but the man who creates and develops it. However, now, graduates of cyber-technology appear to be a rarity in the country," Ardi  Sutedja, the chairman of ICSF, said.

Therefore, a collaboration to train people remained crucial to develop the cyber-technology sector in Indonesia, according to Sutedja.

Russia was one of few countries with most advanced cyber-technology development in the world beside US and China, Sutedja said.

Therefore, the offer from ASSETS was a fine opportunity for Indonesia to enhance its knowledge on cyber-technology, he believed.

"Russia had protected its technology for years, but now it is reaching out to other countries. The main purpose of this workshop is, of course, business, but I see the Russian companies are also keen to collaborate with us on developing a new platform," he added. (ANTARA)
