Minister of Finance (Minister of Finance) Sri Mulyani Indrawati delivered an Introduction and Government Statement on the Macro Economic Framework and the Principles of Fiscal Policy (KEM-PPKF) for the Preliminary Discussion Material 2020 preparation of the State Budget Revised Budget (RAPBN) 2020.

"The Principles of Fiscal Policy 2020 are designed to be able to become policy instruments that can ensure the direction of achieving short, medium and long-term economic development targets," Minister of Finance said at the DPR Plenary Meeting on Monday (20/5).

Representing the Government, Minister of Finance Sri Mulyani Indrawati submitted the Macroeconomic Framework amount as follows: a. Economic growth of 5.3-5.6%; b. Inflation rate of 2.0-4.0%; c. The interest rate of the 3-month SPN is 5.0-5.6%; d. The exchange rate of the Rupiah is in the range of Rp14,000-15,000 / US dollar; e. Indonesia's crude oil price is 60-70 US dollars / barrel; f. Lifting Petroleum as much as 695-840 thousand barrels per day; and g. Lifting natural gas 1,191-1,300 thousand barrels of oil equivalent per day.

Three Strategies

Regarding the fiscal macro strategy that will be implemented by the Government for expansionary fiscal policy, the Minister of Finance said there are three strategies. First, revenue mobilization for widening fiscal space. Second, better spending policies for spending efficiency. Third, increase capital expenditure to form assets and develop creative payments and risk mitigation to control liabilities.

"Fiscal policy is also directed at improving government balance sheets, which are marked by increased assets, controlled liabilities, and increased equity," continued the Minister of Finance.

In terms of income, the government continues to increase the tax ratio through Tax Reform so that it is expected that in 2020 it can reach 11.8-12.4% of GDP.
In addition, state revenues will be boosted through the reform of management of Non-Tax State Revenues (PNBP) through optimizing the management of assets and natural resources, maintaining the quality of public services, improving management of state assets, including insuring them against natural disasters. The government estimates that PNBP in 2020 can reach 2.0-2.5% of GDP.

Meanwhile, state expenditure in 2020 is estimated to reach the range of 14.4-15.4% of GDP. The government encourages higher quality spending to be implemented through massive savings in goods spending, strengthening capital expenditure, reform of personnel spending, increased effectiveness including the accuracy of the target of spending on social assistance and subsidies as well as strengthening transfer spending to the regions and Village Funds.

At present, more than a third of state expenditure is allocated to Transfer to Regional and Village Funds (TKDD) expenditure, improving the quality of fiscal decentralization is expected to drive regional economic improvements. (kemenkeu)

For the first time Indonesia participated in the biannual exhibition of the Salón Internacional de Tecnología de la Defensa y Prevención de Desastre (SITDEF 2019) or the International Exhibition on the Field of Defense and Prevention of Natural Disasters which took place on May 16-19 2019 at the Peru Ministry of Defense in Lima. Peru.

The exhibition which was opened by the President of Peru, in addition to being participated in by Indonesia and host of Peru, SITDEF was also followed by 30 other countries including South Africa, the United States, Brazil, Bulgaria, China, Israel, Italy, Germany, South Korea, Canada, France, Poland, Russia, Sweden, Switzerland, Turkey and Ukraine. Indonesia is the only ASEAN country participating in the 4-day exhibition.

The Indonesian Embassy in Lima displays products from three Indonesian BUMN companies, namely PT Pindad, PT PAL, and PT Dirgantara Indonesia. Indonesia's participation in the SITDEF 2019 exhibition has opened horizons for visitors who do not know Indonesia, that Indonesia has excellent capabilities in defense industry technology. The presence of the Indonesian name at SITDEF 2019 has made the Indonesian name seen as amazed by visitors during the exhibition.

During the four-day exhibition, 809 visitors were visited by the Indonesian booth consisting of 118 people on the first day, 108 people on the second day, 258 people on the third day and 325 people on the last day. Visitors consisted of soldiers and military officers from the three Peruvian Armed Forces and National Police forces as well as the general public of Peru who showed appreciation for the progress of the Indonesian military industry. "It is an honor and a great mandate for Indonesia to have the trust to lead 3 (Three) Committees with important roles in the United Nations Security Council (UNSC)," said the Permanent Representative of the Republic of Indonesia to the United Nations, Ambassador Dian Triansyah Djani, after delivering a briefing on counter-terrorism efforts and preventing the spread of mass destructive weapons at the UN Security Council, New York, May 20, 2019.

In front of all members of the Security Council, the Ambassador stated that terrorism continued to pose a serious threat to mutual peace and security. Therefore, in order to combat terrorism as a common enemy, there is no choice but to strengthen collaboration and targeted efforts and increase cooperation among countries with various regional organizations and with UN agencies.

Indonesia's leadership and initiative in counter-terrorism and prevention of the spread of mass destructive weapons also received positive recognition and appreciation, not only from Security Council members but also from other UN member countries.

Within a short time, immediately after the terror incident, Indonesia managed to initiate various SC Press Statements condemning terrorist attacks in Afghanistan, Iran, the Philippines, New Zealand and Sri Lanka. This showed Indonesia's consistency of attitude and position that always rejects the linking of acts of terrorism with a particular religion, ethnicity, or nation.

In the 1267 Sanctions Committee, which dropped and oversaw the sanction of those affiliated with ISIS and Al-Qaeda, Indonesian leadership managed to play an important role in maintaining the credibility and integrity of the Committee that was then threatened due to differences of interest in including terrorists in the UN Sanctions List.

"In the future, in carrying out the mandate to lead the UNSC Committees, Indonesia will continue to play a role as  facilitator and consultant to bridge various differences in interests that often arise among the 15 SC member countries," Ambassador Djani said when closing the briefing.

Aside from being the Chair of the 1267 Sanctions Committee, Ambassador Dian Triansyah Djani/Indonesia has also been granted the responsibility as the Chair of the 1540 SC Resolution Committee for the prevention of the spread of mass destructive weapons by non-state actors, the Chair of the 1988 SC Resolution Sanctions Committee for Taliban, the Deputy Chair of the SC Committee Sanctions for South Sudan, and a member of the SC Sanctions Committee for Iraq. The Constitutional Court (MK) is ready to accept cases dealing with disputes regarding the 2019 presidential and legislative elections, following the General Election Commission (KPU) announcing the presidential election results on Monday night (May 20). The General Election Commission (KPU) has determined the recapitulation of the results of national level counting and vote acquisition from 34 provinces and 130 Overseas  Polling Station, PPLN for the 2019 Presidential Election (Pilpres), Tuesday (5/21) morning. As a result, candidate Jokowi-Ma'ruf obtained 85,607,362 votes or 55.50 percent, and candidates Prabowo-Sandiaga received 68,650,239 votes or 44.50 percent.

"If there is any submissions of election dispute cases today, we are ready to accept and process them," Constitutional Court spokesman Fajar Laksono told ANTARA in Jakarta on Tuesday.

However, the Constitutional Court will first ensure the deadline for cases submitted, by referring to the KPU Decision Letter.

"Overall, we at the Constitutional Court are ready. Our task force, infrastructure and security are on standby to accept submissions of election dispute cases," Laksono stated.

Previously, the Court announced that the handling of election dispute cases consists of eleven stages, starting from submission of the cases up to submission of copies of decisions.

The eleven stages are implemented based upon Constitutional Court Regulation No.5/2018 regarding stage, activities, and schedules for handling cases of election result disputes.

The submission of election dispute case applications will continue from May 23 to 25 for presidential election disputes, while legislative election disputes can be submitted from May 8 to June 25. (divers)
