Extreme poverty cannot be resolved through just social assistance programs, Coordinating Minister for Human Development and Culture Muhadjir Effendy has said.

"President Joko Widodo has targeted extreme poverty rate of zero percent by 2024. Hence, currently, the government is striving to overcome extreme poverty with various attempts," he stated in a written statement received here on Friday.

Extreme poverty is still a serious challenge for human development in Indonesia, he said.

According to the Central Bureau of Statistics, Indonesia’s extreme poverty rate reached four percent of its total population or about 10.86 million people.

However, social assistance schemes were not enough to handle the problem as it also had to use the environmental approach, he added.

According to the coordinating minister, it is necessary to carry out regional development by building a livable environment as extremely underprivileged people tend to form groups and settle in slums.

"Hence, the areas with extreme poverty will be managed in an integrated way comprising using the environmental approaches, establishing decent houses, as well as building adequate sanitation and clean water," he informed.

On Thursday, Effendy inspected the implementation of the City Without Slums (Kotaku) program in the 23rd Hamlet, Mojo village, Pasar Kliwon sub-district, Surakarta city, along with the mayor Gibran Rakabuming Raka.

The program is one of several strategic efforts conducted by the Directorate General of Human Settlements at the Public Works and Public Housing (PUPR) Ministry to accelerate the management of slums in Indonesia and support the 100-0-100 Movement comprising 100 percent universal access to drinking water, zero percent slums, and 100 percent access to proper sanitation.

Furthermore, Effendy also lauded the development of the Kotaku program in Semanggi area, Surakarta. He encouraged the area to be used as a pilot model for handling urban slums in other regions.

"The mayor will continue the relocation and the place will be made into greenways whilst more livable houses will be built. The PUPR Minister’s staff has guaranteed that the project will be finished next year,” he continued.

On the same occasion, they also visited Semanggi Flat that was planned to rebuilt as the condition of the building is no longer suitable for living.

"It is a right policy since the building is no longer suitable for living. It is very dangerous as corrosion has occurred. I support it," the coordinating minister added.

In addition, he also checked the slums rearrangement for 569 underprivileged residents at Mojo village, Pasar Kliwon sub-district. The development is part of the local government's commitment to manage slums as well as being a national pilot project//ANT

Public literacy on the anti-sexual violence bill (RUU PKS) is still low, Commissioner of the National Commission on Anti-Violence against Women (Komnas Perempuan), Bahrul Fuad, has said.

"Low literacy means that people do not really understand what the RUU PKS is," he said in a seminar entitled 'What Can We Do While Waiting for the RUU PKS to be ratified?' held online on the Zoom platform on Friday.

According to Fuad, many people do not know and have never heard of the issues related to the RUU PKS. This is caused by the lack of publicization of the RUU PKS in the public media, such as television, radio, or public discussions, he said.

If people, who have never heard of the RUU PKS, once hear inaccurate information or hoaxes related to the bill, there is a possibility that they will more easily believe the wrong information, he argued.

He added that examples of false information related to the RUU PKS are claims that the bill legalizes adultery and same-sex relationships. There is even a hoax saying that the RUU PKS is a threat for husbands, he said.

“This is a false understanding. So many people are tricked by fake news," he observed.

To overcome these problems, Fuad said that Komnas Perempuan is cooperating with various institutions, media, community networks, and youth organizations to improve literacy and public knowledge regarding the anti-sexual violence bill.

Through such collaboration, Komnas Perempuan is creating online campaign content in the form of posters that are being uploaded on various official Komnas Perempuan platforms, especially on social media.

"We are also creating campaign materials with 'twibbon' on social media and organizing public discussions with young people," he said.

Increasing literacy on the RUU PKS is expected to increase public awareness regarding the importance of ratifying the bill, he added. Thus, it can be a trigger for the government and the House of Representatives (DPR) to immediately ratify the RUU PKS, he said//ANT

Internet governance needs to involve stakeholders at the Southeast Asia region level to build a conducive ecosystem, the Ministry of Communication and Informatics has said.

"To facilitate the community needs and face some issues, internet governance is required to establish a likely ecosystem in realizing digital transformation," secretary general of the ministry, Mira Tayyiba, remarked at the Southeast Asia Internet Governance Forum (SEA IGF) 2021 here on Friday.

The forum is considered to play an important role in increasing synergy and collaboration between stakeholder interests in Southeast Asia in the discussion of internet governance, Tayyiba said.

"Internet governance has its own dynamics and velocity. Therefore, the government must share responsibility with various stakeholders, be it community, cybersecurity, academicians, civil organizations, and industry," she pointed out.

The development of digital spaces is multidimensional and it requires careful long-term planning, comprehensive legal and policy framework, adequate infrastructure, appropriate technology, and stakeholder cooperation, she noted.

Tayyiba cited the United Nations General Assembly Report which has said that everyone's rights outside networking (offline) must be obtained in the digital space (online), too.

"The ministry considered the material discussion during SEA IGF 2021 provided significant input in strengthening Indonesia's strategic plan related to the implementation of digital transformation," she added.

"The results of the implementation of SEA IGF can be used as a reference in the establishment of inclusive internet governance policies, both at the national and regional levels," Tayyiba said.

According to her, the first SEA IGF is expected to provide inspiration and the forum will continue to be held in the following years in Southeast Asia in a spirit of equality and togetherness.

SEA IGF 2021 was held in a hybrid format in Bali and via online platforms from September 1 to September 2.

The Ministry of Industry continues to strive to revive the business enthusiasm of domestic industry players amid the pressures of the Covid-19 pandemic. One of the strategic steps taken is to facilitate the provision of Domestic Content Level (TKDN) certification.

In a press release received by Voice of Indonesia Saturday (04/09/21) Minister of Industry, Agus gumiwang said that the determination of TKDN is intended to encourage all products produced by domestic industries to be absorbed in the procurement of goods/services projects, both through the State Budget and BUMN/BUMD budgets.

In commemoration of this year's National Customer Day on Saturday (4/9), the Minister of Industry again reminded the special program initiated by the Ministry of Industry, namely facilitating the provision of TKDN certification of 9,000 product certificates for free for small and medium industries (IKM) and large-scale industries.

"This free certification is given to products with a minimum TKDN value of 25%, then one company can be facilitated up to eight product certificates, and one facilitated certificate can load products with the same type of raw material and production process even though the dimensions are different," he explained.

Agus emphasized that his party had appointed Sucofindo and Surveyor Indonesia to run this TKDN certification program free of charge. "It is hoped that business actors in the country can take advantage of the process of getting this TKDN certification for free until the end of 2021," he said.

Head of the Center for Improvement of Domestic Use Products (P3DN) Nila Kumalasari explained that the government has strengthened the support for this free TKDN certification program with various regulations. For example, in Government Regulation Number 7 of 2021 concerning Ease, Protection, and Empowerment of Cooperatives and Micro, Small, and Medium Enterprises. Next, Presidential Regulation No. 12 of 2021 concerning Government Procurement of Goods/Services.

"In Presidential Decree 12/2021, it is stated that ministries, institutions and local governments are required to allocate at least 40 percent of their budget value for goods or services expenditures," he explained.

Furthermore, imported products in the government's e-catalog application will be frozen if the product has been produced domestically and has a TKDN of 40 percent. "We have collaborated with the Government Goods/Services Procurement Policy Institute (LKPP), and they have agreed," said Nila.

That way, ministries/agencies as well as State-Owned Enterprises (BUMN) will no longer use imported products, but instead utilize products made by domestic industries.

"This year, the Ministry of Industry has recorded a new history, namely the receipt of a budget from the Ministry of Finance to carry out the TKDN certification program," he added.

Meanwhile, the Head of the Marine and Industrial Trade Strategic Business Unit PT. Sucofindo (Persero), Supriyanto said, based on data from the P3DN Center of the Ministry of Industry, in the last two years there has been a significant increase in companies that certify their products. "Until the end of August 2021, there have been 8,053 domestic products with TKDN values ​​above 40 percent and 5,959 domestic products with TKDN values ​​between 25-40 percent," he said.

TKDN certification is carried out by registering with two independent surveyor institutions appointed by the Ministry of Industry, namely PT. Sucofindo (Persero) and PT. Surveyor Indonesia (Persero). Small and medium industries and large industries can contact Sucofindo, particularly the Marine and Industrial Trade Strategic Business Unit, Local Content Facilitation Section Jl. Raya Pasar Minggu Km. 34, 4th Floor, South Jakarta Tel. 021 - 7983666 ext 1419, as well as to representatives of Sucofindo branches in the region.

Companies need to prepare valid Company Establishment Deeds and Industrial Business Permits (IUI) or IUI submissions through Online Single Submission (OSS) at BKPM which are already effective for the submission stage.
Furthermore, the surveyor agency will conduct a site visit or factory visit to see the production facilities used and calculate the local and imported portions of the raw materials or materials used, labor (direct and indirect), and indirect factory costs (factory overhead).
